At the 5th Extraordinary Session of the 15th National Assembly , the National Assembly will consider and approve four important and urgent contents.

On January 13, the Secretary General of the National Assembly informed that the 5th extraordinary session of the 15th National Assembly opened on January 15 and is expected to close on the morning of January 18 in the form of a concentrated meeting at the National Assembly House, Hanoi .
The National Assembly will take a one-day break (January 17) for National Assembly agencies, the Government and relevant agencies to absorb, revise and complete draft laws and draft resolutions.
At the 5th Extraordinary Session of the 15th National Assembly, the National Assembly will consider and approve the following four contents:
Draft Law on Land (amended) : After being absorbed and revised, the draft Law on Land (amended) submitted to the National Assembly at the 5th Extraordinary Session includes 16 chapters, 260 articles, omitting 5 articles, amending and supplementing 250 articles (both in content and technique) compared to the draft Law submitted to the National Assembly at the 6th Session.
Regarding the major contents that require focused discussion at the 6th Session, based on research, discussion, exchange, and careful review, the relevant agencies have agreed to revise and complete the contents on: Rights and obligations regarding land use of Vietnamese people residing abroad; not to expand the scope of receiving land use rights transfer of economic organizations with foreign investment capital (Article 28).
Along with that are other notable contents on cases where economic organizations with foreign investment capital receive real estate project transfers according to the provisions of law on real estate business; rights and obligations of economic organizations and public service units using land for annual rental payments for assets attached to land (Article 34).
Draft Law on Credit Institutions (amended) : After being absorbed and revised, the draft Law on Credit Institutions (amended) submitted to the National Assembly at the 5th Extraordinary Session includes 15 chapters and 210 articles.
In which, the opinions of National Assembly deputies were received on many contents: Explanation of terms; policy banks; standards and conditions for managers, operators and some other positions of credit institutions, control boards; independent audit; operations of credit institutions; credit limits; finance, accounting, bookkeeping...
Some major issues of the draft Law reported to the National Assembly at the Session include: Risk provisioning; Early intervention in credit institutions and foreign bank branches; Special control of credit institutions; Handling cases of mass withdrawals, special loans and lending from credit institutions; Handling of bad debts and secured assets; State management agencies; Implementation provisions.
The Draft Resolution on a number of specific mechanisms and policies to remove difficulties and obstacles, speed up the implementation of National Target Programs is implemented according to a shortened order and procedure: The Draft Resolution consists of 6 articles, stipulating a number of specific mechanisms and policies to remove difficulties and obstacles, speed up the implementation of National Target Programs, including: Allocating and assigning annual central budget regular expenditure estimates; adjusting State budget estimates, annual capital investment plans of national target programs; promulgating regulations on order, procedures, criteria, and sample documents for selecting production development projects...
The fourth content is to supplement the Central budget's medium-term public investment plan for the 2021-2025 period from the general reserve source corresponding to the increased central budget revenue in 2022 for public investment tasks and projects and supplement the medium-term public investment plan for Vietnam Electricity Group from the reserve source of the medium-term public investment plan .
The Draft Resolution consists of 3 articles, regulating the use of general reserves of the Medium-term Public Investment Plan for the period 2021-2025 and the allocation of reserves of the Medium-term Public Investment Plan for the period 2021-2025.
