The Government has just issued Decree 166/2024/ND-CP regulating the business conditions of motor vehicle inspection services; organization and operation of inspection facilities; and the service life of motor vehicles.
The Decree clearly stipulates general conditions for business of motor vehicle inspection services:
Meet the requirements on facilities, organizational structure, human resources and quality management system as prescribed in this Decree and the National technical regulations on technical facilities and locations of motor vehicle inspection facilities, motorcycle and motorbike emission inspection facilities (National technical regulations on inspection facilities).
There are inspectors suitable for the functions of the inspection facility. Inspectors include: Class I inspectors, Class II inspectors, Class III inspectors.
Have documents and papers as prescribed by the law on construction, land law; traffic connection and road connection as prescribed; environmental protection, safety, labor hygiene, fire prevention and fighting and other relevant laws when constructing and putting the inspection facility into operation.
Regarding the conditions for motor vehicle inspection facilities, the Decree stipulates that the premises of a motor vehicle inspection facility are the place used to arrange facilities serving motor vehicle inspection on the same land area, with a minimum area specified as follows:
For motor vehicle inspection facilities, there is only one type I inspection line: 1,250 m2.
For motor vehicle inspection facilities, there is only one type II inspection line: 1,500 m2.
For motor vehicle inspection facilities, there are two inspection lines: 2,500 m2.
For motor vehicle inspection facilities with 3 or more inspection lines, the area for each line increases accordingly from the 3rd line onwards: 625 m2.
In case the motor vehicle inspection facility is located in the same location as a bus station or rest stop, the above regulations shall not apply. The inspection workshop must meet the regulations in the National Technical Regulations on inspection facilities.
Regarding human resource conditions, the Decree clearly states that motor vehicle inspection facilities must meet the following conditions regarding the number of human resources: Have at least 1 inspection facility leader who is a class II inspector or higher; Have at least 1 inspection department leader who is a class I inspector; Have at least 2 inspectors from class II or higher...
The Decree takes effect from January 1, 2025.
