National master plan: Emphasizes stability, long-term, ensures high predictability

Continuing the working program, on the morning of October 14, under the direction of Vice Chairman of the National Assembly Vu Hong Thanh, the National Assembly Standing Committee gave opinions on adjusting the National Master Plan for the 2021-2030 period, with a vision to 2050.

Taking science and technology, innovation and digital transformation as the main driving force

Presenting the Proposal on adjusting the National Master Plan for the period 2021 - 2030, with a vision to 2050, Deputy Minister of Finance Tran Quoc Phuong stated that the planning contents are supplemented and adjusted to suit the arrangement of administrative units at all levels, implementing the two-level local government model; striving to achieve the double-digit growth target in the period 2026 - 2030 and the following years; implementing major policies of the Party and State on breakthroughs in science and technology development, innovation and digital transformation, education and training; protecting, caring for and improving people's health; energy security... At the same time, responding to rapid and unpredictable fluctuations in the international context.

Adjust and supplement some contents in the general goal as follows: "By 2030, strive to be a developing country with modern industry and high average income; establish a new growth model, taking science and technology, innovation and digital transformation as the main driving force; an effective, unified and sustainable national development space organization model, dynamic regions, economic corridors and growth poles promoting the leading role in socio-economic development and enhancing national competitiveness; have a synchronous and modern basic infrastructure network; ensure major balances, enhance the resilience of the economy..."

Deputy Minister of Finance Tran Quoc Phuong presented the Proposal on adjusting the National Master Plan for the 2021 - 2030 period, with a vision to 2050.

Adjust some key targets as follows: Strive for an average GDP growth rate of over 8.0% per year in the 2021-2030 period; of which the 2026-2030 period will reach 10% per year or more. By 2030, GDP per capita at current prices will reach about 8,500 USD. The average social labor productivity growth rate will reach over 8.5% per year in the 2026-2030 period. The contribution of total factor productivity (TFP) to growth will reach over 55%. The Human Development Index (HDI) will reach about 0.78.

In the period 2031-2050, strive for a GDP growth rate of about 7.0-7.5%/year. GDP per capita at current prices by 2050 will reach about 38,000 USD. The Human Development Index will reach over 0.85.

Clarifying the basis and impact of the new zoning scheme

According to the Preliminary Review Report on the adjustment of the National Master Plan for the 2021 - 2030 period, with a vision to 2050, presented by Deputy Chairman of the Economic and Financial Committee Nguyen Minh Son, the Standing Committee of the Economic and Financial Committee basically agreed to supplement and adjust the contents of the National Master Plan.

However, for regions and localities with adjustments to administrative boundaries and new names, it is necessary to carefully review the planning content and names of regions and provinces to edit them consistently, avoiding different interpretations, causing difficulties in concretizing when implementing the Resolution.

Regarding the adjustment of socio-economic zoning, the number of regions is basically kept unchanged at 6. However, the Standing Committee of the Committee believes that the structure and scope of each region has changed significantly in terms of the number of provincial-level administrative units, the size of area and population due to the impact of the arrangement and merger of provincial-level administrative units. In particular, the North Central region, the South Central Coast and the Central Highlands are the two regions with the largest changes compared to before.

Therefore, the Standing Committee proposed to clarify how this zoning change will impact and influence the development orientation of each region; assess the internal connectivity of each region, especially the connectivity between coastal areas and mountainous areas.

In addition, it is recommended to assess the impact of separating Vinh Phuc province (old) from the Red River Delta and separating Bac Giang province (old) from the Northern Midlands and Mountains region, which will affect the connectivity between the Red River Delta and the Northern Midlands and Mountains region.

The National Assembly Standing Committee agreed with many contents in the Government's Submission and the Preliminary Verification Report of the Standing Committee of the Economic and Financial Committee.

Concluding the discussion, Vice Chairman of the National Assembly Vu Hong Thanh stated that, in order to continue perfecting the draft Resolution of the National Assembly on adjusting the National Master Plan for the 2021-2030 period, with a vision to 2050, he requested the Government to continue to fully institutionalize the viewpoints and guidelines in the Politburo's resolutions, closely following Regulation No. 178-QD/TW dated June 27, 2024 of the Politburo on controlling power, preventing and combating corruption and negativity in law-making work.

The Government proactively reports to competent authorities for comments on necessary contents according to regulations, ensuring consistency and unity with other draft laws such as: the draft Law on Planning (amended), the draft Law on amending and supplementing a number of articles of the Law on Urban and Rural Planning, the draft Law on amending and supplementing a number of articles of the Law on Land and other draft laws expected to be submitted to the National Assembly for consideration and approval at the 10th Session.

Continue to review and update the content of the draft Resolution to ensure it is consistent with the new context and new names of administrative units after the arrangement and implementation of the two-level local government model, striving to achieve the double-digit growth target in the 2026 - 2030 period and the following years.

Review socio-economic development indicators towards comprehensiveness, modernity and sustainability, economic development associated with environmental protection, while closely following and consistently implementing the Politburo's Resolutions on socio-economic development, industry, field, region and locality development.

Review and supplement viewpoints and principles for adjusting the national master plan in the direction of promoting stability and long-term, ensuring high predictability, having a solid scientific and practical basis, avoiding term-based thinking or local, short-term adjustments, and handling situations.

Continue to research and perfect the development orientation of urban and rural systems, considering urban areas as growth poles associated with the development of technical infrastructure, social infrastructure, and smart cities; at the same time, research and have specific policies for rural areas, mountainous areas, and ethnic minority areas.

The Vice Chairman of the National Assembly suggested that the Government explain more clearly the characteristics, advantages, geographical location, socio-economic conditions and development tasks of each region to promote potential, overcome limitations, strengthen regional connectivity and promote sustainable national development.

At the same time, "clarify the basis and impact of the new zoning plan, especially for the two regions of North Central, South Central Coast and Central Highlands, closely linking in terms of socio-economy, environment, national defense and security, creating complementary advantages and opening up new development space", the Vice Chairman of the National Assembly emphasized.
