
Delegates divided into 12 groups to discuss and contribute ideas to the draft documents of the 14th National Party Congress and the draft documents of the 1st Ho Chi Minh City Party Congress.
Specifically, delegates contributed ideas to build the Draft Political Report of the congress; discussed economic, social, urban and environmental targets, National Defense and Security, Party building work... in the period of 2025 - 2030; contributed ideas on key and breakthrough programs of Ho Chi Minh City as well as raised outstanding issues, shortcomings and suggested solutions.

At discussion group No. 1, Secretary of the Ho Chi Minh City Party Committee Tran Luu Quang discussed frankly many issues. In particular, the Secretary of the Party Committee emphasized and suggested to include in the program a number of contents related to: removing difficulties and obstacles in autonomy in the health sector; human resource recruitment regime for the health sector as well as a number of other sectors and professions requiring high quality; social security policies, health care for the people, support for the disadvantaged and a series of environmental issues, waste classification...

At discussion group number 3, providing information on personnel work in the city, Director of the Ho Chi Minh City Department of Home Affairs Pham Thi Thanh Hien said that after three months of implementing the 2-level local government model, the Department of Home Affairs had worked with 168 wards, communes, and special zones and assessed that there was a situation of "both excess and shortage" of personnel.
Explaining this situation more clearly, the Director of the City Department of Home Affairs said that in reality, there is only a shortage of specialized staff in some localities and a surplus in others. According to statistics, Ho Chi Minh City lacks 935 specialized staff with expertise in architecture, construction, land management, finance, health, etc., but has a surplus of 1,047 specialized staff in some remaining localities.

The Director of the Department of Home Affairs shared that during the reorganization process, the city needs consensus from all units. Every unit wants to keep people with deep expertise to serve their local tasks well, but in the process of "rebuilding" the country, it is necessary to organize so that all administrative units can serve the people well. Therefore, units with excess staff need to share with units lacking staff in the spirit of putting the interests of the people first.

At discussion group No. 10, Director of Ho Chi Minh City Police, Lieutenant General Mai Hoang and delegates enthusiastically discussed many contents related to environmental management, protection and green transformation; discussed the content of building modern national education, improving the quality of comprehensive education...
