According to the draft, continue to arrange and restructure public universities and vocational education institutions (except those under the Ministry of Public Security and the Ministry of National Defense) in the direction of reducing focal points, linking professional management with organization, personnel, and finance; eliminate intermediate levels, ensuring streamlining and efficiency.

The Ministry of Education and Training directly manages key universities and colleges, while ensuring comprehensive autonomy in organization, personnel, and academics for higher education institutions, regardless of the level of financial autonomy.

Assign the Ministry of Health and the Ministry of Culture, Sports and Tourism to manage a number of specialized and specific facilities. At the same time, transfer the remaining facilities to localities in line with the need for local human resource development; research on merging research institutes with university education facilities, ensuring a unified and modern system.

According to the Ministry of Education and Training, it is appropriate for the Ministry of Education and Training to be the focal point for managing key universities and higher education institutions; for the Ministry of Health and the Ministry of Culture, Sports and Tourism to manage specialized specialized schools; and for localities to manage the remaining higher education institutions, ensuring proper implementation of the Party's guidelines and policies.

The above content of the draft has new points compared to current regulations. Currently, higher education and vocational education institutions are under the management of many ministries, branches and provincial People's Committees; they are being identified as public service units under the direct management agency with the authority to establish. According to the Law on Higher Education 2012 (amended and supplemented in 2018), the Ministry of Education and Training is the state management agency in the field of education and training, including higher education. Higher education institutions (including key institutions) are under the general management of the Ministry of Education and Training and other competent agencies.

The Ministry of Education and Training is the agency that manages the most universities and affiliated colleges.

Currently, the country has 242 higher education institutions, of which 175 are public and 67 are private. Of these, public universities are under the management of many ministries, ministerial-level agencies and localities.

The Ministry of Education and Training has 65 public service units under its management, including 41 university training institutions. Specifically, there are 9 universities: Hanoi National University, Ho Chi Minh City National University, Da Nang University, Hue University, Thai Nguyen University, Hanoi University of Technology, Can Tho University, National Economics University, Ho Chi Minh City University of Economics. Other universities and students include: Dalat University, Dong Thap University, University of Transport, Hanoi University, Kien Giang University, Ho Chi Minh City University of Law, University of Mining and Geology, Hanoi Open University, Ho Chi Minh City Open University, University of Industrial Fine Arts, Foreign Trade University, Nha Trang University, Ho Chi Minh City University of Agriculture and Forestry, Quy Nhon University, Hanoi University of Education, Hanoi University of Education 2, Hung Yen University of Technical Education, Nam Dinh University of Technical Education, Vinh University of Technical Education, Ho Chi Minh City University of Technical Education, Vinh Long University of Technical Education, Central University of Art Education, Ho Chi Minh City University of Education, Hanoi University of Physical Education and Sports, Ho Chi Minh City University of Physical Education and Sports, Tay Bac University, Tay Nguyen University, University of Commerce, Viet Duc University, Vinh University, Hanoi University of Construction, Academy of Educational Management.

The Ministry of Health currently has 14 universities including: Hanoi Medical University, Hai Phong Medical University, Thai Binh University of Medicine and Pharmacy, Hue University of Medicine and Pharmacy, Tay Nguyen University of Medicine and Pharmacy, Ho Chi Minh City University of Medicine and Pharmacy, Can Tho University of Medicine and Pharmacy, Vietnam Academy of Traditional Medicine, University of Public Health, Hanoi University of Pharmacy, Nam Dinh University of Nursing, Hai Duong University of Medical Technology, Da Nang University of Medical Technology, and Tokyo University of Medicine and Pharmacy, Vietnam. In addition, the ministry also manages 2 colleges.

The Ministry of Culture, Sports and Tourism currently has 13 universities, academies and conservatories. Specifically, including: Vietnam Dance Academy, Vietnam National Academy of Music, Ho Chi Minh City Conservatory of Music, Hue Academy of Music; Da Nang University of Sports and Physical Education, Hanoi University of Culture, Ho Chi Minh City University of Culture, Vietnam University of Fine Arts, Ho Chi Minh City University of Fine Arts, Hanoi University of Theatre and Cinema, Ho Chi Minh City University of Theatre and Cinema, Ho Chi Minh City University of Sports and Physical Education, Bac Ninh University of Sports and Physical Education.

The Ministry of Industry and Trade is managing 9 universities and 24 colleges, not including affiliated institutes. Of which, 9 universities include: Hanoi University of Industry, Viet Tri University of Industry, Sao Do University, Viet-Hung University of Industry, Quang Ninh University of Industry, University of Industrial Economics and Technology, University of Electricity, Ho Chi Minh City University of Industry, Ho Chi Minh City University of Industry and Trade.

The Ministry of Finance currently has 8 public service units under its management, including 5 university training institutions: Academy of Finance, University of Finance - Marketing, Academy of Policy and Development, University of Finance - Business Administration, University of Finance - Accounting.

The Ministry of Construction currently manages 8 universities and academies including: Vietnam Aviation Academy, Vietnam Maritime University, Ho Chi Minh City University of Transport, University of Transport Technology, Hanoi University of Architecture, Ho Chi Minh City University of Architecture, Central University of Construction, and Western University of Construction.

The Ministry of Agriculture and Environment has 46 public service units under its management, including 6 university training institutions: Vietnam Academy of Agriculture; universities including: Irrigation, Forestry, Bac Giang Agriculture and Forestry, Hanoi University of Natural Resources and Environment, Ho Chi Minh City University of Natural Resources and Environment.

The State Bank of Vietnam has public service units under the Prime Minister's decision-making authority, including: Banking Academy and Banking University of Ho Chi Minh City.

The Ministry of Justice manages Hanoi Law University and the Judicial Academy.

The Ministry of Ethnic Minorities and Religions has the Ethnic Academy.

The Ministry of Home Affairs currently has 22 administrative units, including the University of Labor and Social Affairs...

Thus, not counting educational institutions under the Ministry of Public Security, the Ministry of National Defense, and the Ministry of Foreign Affairs, the Ministry of Education and Training is currently the agency managing the most universities and affiliated colleges. In addition, localities also manage many universities.
