Land issues for projects have not been completely resolved.
Carrying out the tasks assigned by the Prime Minister and the Ministry of Industry and Trade, Vietnam Electricity (EVN) has assigned the National Power Transmission Corporation (EVNNPT) to be the investor of the power grid projects to release the capacity of Nhon Trach 3 and 4 Thermal Power Plants. However, the implementation process still has some difficulties and problems that have not been completely resolved.
Specifically, the 220 kV Nhon Trach 3 - Long Thanh transmission line project has a length of about 26.6 km, including 87 pole positions, expected to be completed in 2025. To date, the locality has mobilized the handover of 65 foundation positions.
However, the biggest bottleneck of this project is location 02 (4-circuit common pole line section). EVNNPT is constructing poles to pull wires to serve the energization, but a household does not agree to the construction and requests additional compensation.
The government has tried many times to persuade but without results. The People's Committee of Dai Phuoc Commune and the Land Fund Development Center are consolidating legal documents to apply administrative measures.
The 220 kV Nhon Trach 3 - My Xuan - Cat Lai transmission line project has completed the mobilization and handover of the foundation and corridor sites, and is basically completed. However, the project is currently on hold due to the waiting for completion of position 02 of the Nhon Trach 3 - Long Thanh line to connect to the distribution yard of Nhon Trach 3 Power Plant.
Similarly, the 220kV Nhon Trach Industrial Park Transformer Station (TSS) project and connection have handed over 26,095.6 m²/34,823.1 m². There are currently 2 cases where compensation and site clearance have not been completed.
Faced with difficulties in site clearance for these projects, EVN proposed that the People's Committee of Dong Nai province direct the People's Committees of relevant communes to step up propaganda, mobilization, and create consensus. In case households do not cooperate, administrative measures should be applied to hand over the site clearance in October 2025.

Efforts to complete handover of project sites in October 2025
At the meeting, a representative of Dong Nai Department of Industry and Trade said: Recently, the province has organized many meetings and issued documents directing departments, branches and localities to coordinate to support investors.
Leaders of Dong Nai Provincial People's Committee also directly inspected the field and mobilized people to hand over the land. However, because some communes have not yet established a Compensation Council and the Coordination Regulations have been slow to issue, the progress of preparing and approving compensation plans is still slow. The Department of Industry and Trade recommends that the Provincial People's Committee direct strongly to hand over the site in October 2025.
Concluding the meeting, Vice Chairman of the Provincial People's Committee Ho Van Ha emphasized: Dong Nai is implementing many important power transmission projects according to the adjusted Power Plan VIII, including projects to release capacity of Nhon Trach 3 and 4 Power Plants. These projects play a particularly important role, contributing to enhancing transmission capacity, ensuring national energy security, serving the socio -economic development of the Southern region, and at the same time promoting the province's double-digit economic growth target.
The Vice Chairman of Dong Nai Provincial People's Committee assigned the Department of Industry and Trade to synthesize all problems and recommendations of investors and localities to advise on handling plans, clearly define the responsibilities of each unit and implementation deadline.
Provincial leaders requested to focus and resolutely hand over the site for the projects to clear the capacity of Nhon Trach 3 and 4 Power Plants in October 2025.
