This morning the Minister of Science and Technology answered questions.

From 9:00 a.m. on June 7, Minister Huynh Thanh Dat will answer questions before the National Assembly on a group of issues in the field of science and technology.

After Minister and Chairman of the Ethnic Committee Hau A Lenh finishes answering questions, from 9:00 to 11:30 and from 14:00 to 14:50, Minister of Science and Technology Huynh Thanh Dat will answer questions from delegates. For the remaining time of the afternoon session, Minister of Transport Nguyen Van Thang will take the floor.

The issues that the Minister of Science and Technology will clarify include the national science and technology development strategy; solutions for applying advanced science and technology products, socio -economic development, especially in the agricultural sector; management and use of budget for scientific research; transfer of scientific research results of research units, institutes and schools; mechanisms and policies to encourage private investment in research and application of science and technology.

Also participating in answering questions on this group of issues were Deputy Prime Minister Tran Hong Ha, Ministers of Finance , Planning and Investment, Agriculture and Rural Development, Education and Training, Information and Communications, explaining related issues.

Technology transfer results have positive changes.

In a report to the National Assembly before the question-and-answer session, Minister of Science and Technology Huynh Thanh Dat said that research results from institutes and universities are showing many positive changes. Many research results have been transferred to businesses with revenues of up to hundreds of billions of VND.

In the period 2009-2019, Ho Chi Minh City University of Technology earned about 1,300 billion VND, equivalent to 55 million USD thanks to technology transfer. Of which, in 2018 and 2019, the figures were 182 and 198 billion VND, respectively. Hanoi University of Technology in the period 2010-2020 also carried out technology transfer with an average turnover of about 25 billion VND per year. The school established a business system (BK Holding) to support scientists in the school to join hands with outside businesses, shortening the gap between laboratory research and practical application.

According to the Minister, the commercialization of research results and intellectual property has been promoted with the response and participation of businesses and experts from local research institutes and universities.

Regarding the transfer method, the owner of the research results/authors invests in exploiting, transferring ownership and rights to use the invention, and cooperates with other parties to exploit and transfer. In addition, they establish business models originating from universities and research institutes. Among these, we must mention the Agricultural Innovation Center of the Vietnam Academy of Agriculture, the Innovation Center of Hanoi University of Science and Technology, and the Innovation Center of Ho Chi Minh University of Economics.

Some institutes and schools have established close relationships with the business community and have initially shown success in bringing practical benefits to all stakeholders in commercializing technology and research results.

Commercialization of research results is still difficult

According to the assessment of the Ministry of Science and Technology, scientific research and transfer of research results are issues of concern to many researchers and management agencies at home and abroad. Transferring and commercializing research results promotes the scientific market; accelerates the application of research results to life.

Recognizing the importance of managing research results and intellectual property, institutes and schools have issued many regulations and documents related to the transfer and commercialization of research results and intellectual property.

However, the Ministry also believes that public institutes and schools have not really focused on implementing regulations to manage and exploit intellectual property; many creative results and products have not been registered and protected to become marketable goods.

Commercialization of research results still faces many difficulties because the transfer center system has not yet played its supporting and connecting role; institutes and schools still have a mentality of dependence on units and the State, and have not really proactively connected with businesses to grasp needs and orient the market.

Procedures for implementing scientific tasks using the state budget are still cumbersome, the ordering mechanism is not really linked to the needs of businesses and the market, and there is no real combination between the parties involved in the process of implementing research topics and projects according to the value chain, with businesses as the center.

The Minister of Science and Technology said that he will complete the legal corridor and build a suitable mechanism to strengthen the connection between institutes - schools - enterprises to form and develop a force of scientific enterprises.

The Ministry also promotes start-up businesses to apply and commercialize research results, while improving the quality of human resources in society, meeting the needs of the labor market; promoting the implementation of autonomy mechanisms for science and technology organizations, enhancing responsibility, and enhancing proactiveness and creativity.

The Ministry will also seek solutions to handle assets formed from scientific tasks using the State budget, especially assets resulting from research tasks; amend regulations on public asset management. The Ministry wishes to allow the transfer of assets resulting from scientific tasks to individuals and organizations, regardless of public or private, that are capable of commercializing research results; the State, instead of a direct profit sharing mechanism, will switch to a mechanism to recover the initial State investment through tax collection.
