Proposal to increase car inspection service prices

The Registry Department has just sent a request to the Ministry of Transport and the Ministry of Finance to adjust the collection fee for technical safety and environmental protection inspection services for motor vehicles in circulation.

Accordingly, the Department of Registration proposed to increase the price of motor vehicle inspection services by 30,000-220,000 VND depending on the type of vehicle and 50,000 VND in document preparation fees for vehicles exempt from registration.

Increase driving test fees

The Ministry of Finance has just issued Circular No. 37/2023/TT-BTC (effective from August 1, 2023) regulating the collection rates, collection, payment, management and use of driving test fees; fees for granting licenses and certificates to operate on various types of vehicles and fees for registration and issuance of license plates for specialized motorbikes.

Specifically, the driving test fee for driving tests of vehicle classes A1, A2, A3, A4 is from 60,000-70,000 VND/time, the old fee is from 40,000-50,000 VND/time. For car driving tests (vehicle classes B1, B2, C, D, E, F): the fee is from 80,000 VND/time to 350,000 VND/time. Registration fees, license plates for specialized motorbikes (construction vehicles), and fees for issuing licenses and certificates to operate on all types of vehicles remain the same as current.

Ministry of Finance proposes to reduce 50% of registration fee for domestically produced cars

The Ministry of Finance has just sought comments on the draft Government Decree on registration fees for domestically produced and assembled cars.

According to the draft decree, from the effective date of this decree until December 31, 2023: The registration fee (LPTB) collection rate is equal to 50% of the collection rate prescribed in Decree No. 10/2022/ND-CP of the Government regulating LPTB.

From January 1, 2024 onwards, the LPTB collection rate will continue to be implemented according to the provisions of Decree No. 10/2022/ND-CP of the Government regulating LPTB; current resolutions of the People's Council or current decisions of the People's Committees of provinces and centrally run cities on LPTB collection rates at the local level and amendments, supplements and replacements (if any). Strictly handle generator price gouging

The Director of the Hanoi Market Management Department has just urgently requested subordinate units to inspect and control the market for business activities of products and goods such as generators, rechargeable fans, and steam fans in response to information about out-of-stock and price chaos.

Thereby, promptly detect, prevent and strictly handle according to the provisions of law organizations and individuals who take advantage of increased consumption demand to increase prices for illegal profits, trade in transporting and circulating smuggled electrical equipment products and goods, counterfeit goods that do not ensure quality and safety for users. Proposal to convert the 2% interest rate support package

Recently, the State Bank of Vietnam (SBV) has proposed transferring resources from the 2% interest rate support package worth VND40,000 billion to exempt and reduce taxes and fees, including value added tax.

According to a recent report by the State Bank, the amount of interest rate support from this package has been disbursed less than 1% due to many difficulties in access conditions. The State Bank estimates that if accumulated until the end of this year, the support amount will only reach about 2,570 billion VND, equivalent to about 6.5% of the total package of 40,000 billion VND, meaning that more than 90% of the support budget is still on paper, unable to reach businesses.

Ministry of Industry and Trade inspects EVN's electricity supply from June 10

State budget revenue reached more than 47% of the estimate

The Ministry of Finance said that state budget revenue in the first five months of 2023 is estimated at VND769.6 trillion, equivalent to 47.5% of the estimate. Of which, central budget revenue reached about 51.2% of the estimate, local budget revenue reached about 43.2% of the estimate.

According to the Ministry of Finance, although domestic revenue in the first five months of the year was quite good compared to the estimate, it is on a downward trend, with January revenue reaching 14.7%; February reaching 7.7%; March reaching 8.9%; April reaching 9.9%; and May's estimated implementation reaching 6.4% of the estimate.

The Ministry of Finance said that, excluding corporate income tax, dividends, remaining profits, and the State Bank's revenue and expenditure difference, domestic revenue for the first 5 months was about 97.1% compared to the same period in 2022.

By 2030, Vietnam will have 30 airports.

Deputy Prime Minister Tran Hong Ha has signed a decision approving the Master Plan for the development of the national airport and seaport system for the 2021-2030 period, with a vision to 2050.

Regarding the National Airport System Planning for the period 2021 - 2030, the airport system is planned according to the spoke model with two main hubs in the Hanoi Capital area and Ho Chi Minh City area, forming 30 airports.

The North is forecast to have a shortage of more than 4,300 MW of electricity during the dry season.

This information was given at a meeting on the electricity supply situation held by the Ministry of Industry and Trade on the afternoon of June 7 in Hanoi.

Accordingly, the Northern power system will lack about 4,300 MW, with the average daily output not meeting about 30 million kWh, the highest day can reach over 50 million kWh. The Northern power system faces the risk of capacity shortage at most hours of the day.
