After many years of construction, three streets in Dong Ha are still not completed.

The Tran Nguyen Han Road project (phase 2) is being implemented in Dong Giang ward (old). This project has a total length of over 1.65km and will build 11 new internal roads in the resettlement area; level the ground in 3 resettlement areas... The total investment of the project is over 201.2 billion VND, the implementation period is from 2021 to 2024. This project started on April 15, 2022.

Present here on October 13, 2025, the reporter noticed that about 900m of the road surface had been paved; many sections of the ground were still littered with rocks, soil, and concrete structures; the resettlement area was still under construction... What is of concern is that the current state of the project is like that but there is no system of signs, ropes, or warning posts to alert people to danger.

Local residents said that the slow construction of Tran Nguyen Han Street not only spoils the urban beauty and pollutes the environment, but also greatly affects the livelihoods and daily life of the people. “Since the start of construction, this project has rarely been carried out in a bustling manner, usually with only a few machines and workers working at a slow pace, and now they have all withdrawn, with no sign of construction resuming soon. We hope that the government will soon have a solution to quickly complete this project,” said Mr. Hoang Kim Anh, a resident.

For many years now, people living on Ba Trieu Street or traveling on this road have been frustrated, because the wide and airy road running along the South bank of Hieu River connecting Dong Ha Market with residential areas in Ward 3, Ward 4 (old) and adjacent to National Highway 9 still has a long section of about 250m adjacent to Khoa Bao Street, Thanh Co Street that is still unfinished.

This reality causes Ba Trieu Street in the area to become a "bottleneck", the road surface is full of "potholes", dust flies everywhere when it's sunny, and muddy when it rains, making people fed up with environmental pollution, affecting their daily lives while traffic participants can get into accidents at any time.

“The street is so wide and beautiful, but for some reason it has not been completed for many years. Occasionally, the authorities organize temporary leveling and gravel filling for people to use, but it only lasts for a few days and then everything goes back to the way it was. People have petitioned the authorities many times but have not received any solutions,” said a resident.

It is known that Ba Trieu Street is about 3.5km long, and has been under construction since 2017. This project belongs to the Urban Development Project along the Mekong River Corridor (GMS) invested by the Department of Planning and Investment of Quang Tri Province (old). The reason why Ba Trieu Street has not been completed is due to problems with site clearance.

Also part of the GMS project, on the North bank of Hieu River, the Hoang Dieu road project is about 4.7km long, passing through the area of Dong Giang and Dong Thanh wards (old) and after many years of construction, it has not been completely completed. This project has 254 affected cases that have to be cleared for construction. Up to now, there are only 2 households that do not agree to hand over the site despite the local authorities and organizations regularly propagandizing, mobilizing and organizing dialogues and persuading many times.

This fact makes it impossible to complete the construction of 2 points on Hoang Dieu Street, creating "bottlenecks" causing difficulties, traffic safety as well as urban beauty. Local voters have reported many times to the People's Councils at all levels but everything remains "inactive".

It is worth mentioning that, currently, the Ba Trieu and Hoang Dieu road construction project has stopped implementing compensation and site clearance support work and will end the project from December 31, 2023, so the completion of the entire two routes will be difficult, and it is unknown when it will be completed.

Dong Ha Ward has an area of 38.04km² and a population of 50,915 people, established on the basis of merging Ward 1, Ward 3, Ward 4, Dong Giang Ward and Dong Thanh Ward (old Dong Ha City) in Resolution No. 1680/NQ-UBTVQH15, dated June 16, 2025 of the National Assembly Standing Committee.

Discussing this issue, Chairman of Dong Ha Ward People's Committee Pham Van Dung said: "Tran Nguyen Han, Ba Trieu, Hoang Dieu are important and large-scale streets, playing a role in expanding the landscape, urban development space and creating highlights on both sides of Hieu River. However, the implementation process is still facing difficulties so the entire construction cannot be completed yet.

Regarding Tran Nguyen Han Street, the locality is currently working urgently with 9 households to resolve land acquisition and clearance issues. As soon as the site is available, the contractor will begin construction immediately.

Regarding Ba Trieu and Hoang Dieu streets, since the project ended at the end of 2023, the Ward People's Committee has proposed to include it in the public investment portfolio for the 2026-2030 period, with priority given to 2026 so that the ward can build the project and complete the construction.

It can be seen that Tran Nguyen Han, Ba Trieu and Hoang Dieu streets have not been completed after many years of construction, affecting the urban quality and the lives and livelihoods of the people. To overcome this situation, there needs to be urgent, decisive and responsible intervention from all levels of government as well as the people's awareness of law compliance.
