On the morning of December 28, the Ho Chi Minh City Party Committee held the 35th meeting of the City Party Executive Committee, term XI, chaired by Politburo member and Secretary of the City Party Committee Nguyen Van Nen.

Speaking at the opening of the conference, Secretary of the City Party Committee Nguyen Van Nen asked delegates to focus on discussing and giving opinions on the Political Report of the 12th City Party Congress and thematic reports on socio -economic issues.

The Secretary of the Ho Chi Minh City Party Committee said that up to this point, the Central Committee and the Politburo have had many new directives, setting out breakthrough requirements, goals, and targets, preparing the mindset to enter a new era - the era of national growth.

In particular, the Politburo issued Resolution 57/2024 on breakthroughs in science and technology development, innovation and national digital transformation. The Resolution affirmed that science and technology development, innovation and national digital transformation are important and leading breakthroughs, the main driving force for the rapid development of modern productive forces, perfecting production relations, innovating national governance methods, developing the economy and society; overcoming and preventing the risk of falling behind, bringing the country to a breakthrough, developing richly and strongly in the new era.

Therefore, at this conference, the Secretary of the Ho Chi Minh City Party Committee requested delegates to gather and give opinions to review again the theme, motto of the congress, structure and layout of the report to see if it is okay, and if there are any other problems.

According to the Secretary of the City Party Committee, every congress is important, but the 12th Congress of the Ho Chi Minh City Party Committee takes place at a more special time. That is, the city is concretizing and realizing the viewpoints, goals, and development directions to 2030, with a vision to 2045 as set out in Resolution 31/2022 of the Politburo, along with new directions and new determination of the Central Committee and the Politburo.

"Ho Chi Minh City has a mission in the coming period to become a city that develops on par with major cities in the world; is a globally attractive destination; has distinctive and sustainable economic and cultural development; people have a high quality of life; and integrates internationally" - said the City Party Secretary.

Emphasizing that this is the mission assigned by the Central Committee and the Politburo to Ho Chi Minh City, Mr. Nguyen Van Nen noted that the viewpoints, goals, development orientations, key and breakthrough solutions for the 2025-2030 period stated in the draft have been conveyed comprehensively, clearly and deeply enough? What issues need to be added to suit the context, characteristics and tasks?

Regarding the report on the implementation results of Resolution 18/2017 of the 12th Party Central Committee on "Some issues of continuing to innovate and reorganize the political system to be streamlined and operate effectively and efficiently", Mr. Nguyen Van Nen said that recently, the Standing Committee of the Ho Chi Minh City Party Committee has directed units to implement it resolutely and urgently.

During the implementation process, Ho Chi Minh City always closely followed the Central Government's direction, and also boldly proposed recommendations suitable to the city's characteristics. For example, some of Ho Chi Minh City's characteristics are the Department of Foreign Affairs (managed by the Ministry of Foreign Affairs), the Department of Food Safety, Thu Duc City (the first city-within-a-city model in the country)...

The Secretary of the Ho Chi Minh City Party Committee asked delegates to focus on giving opinions on streamlining the political system's organization and apparatus to be truly efficient, effective, and efficient; not to be confused, and not to leave any vacant areas.

At the same time, the Secretary of the Ho Chi Minh City Party Committee requested delegates to study the issuance of policies on regimes for cadres and civil servants affected by the reorganization and streamlining of the apparatus. The resolution of regimes must consider each specific case, be implemented fairly, and be reasonable; the issued policies must be comprehensive, practical and ensure requirements.
