'Shark Binh' and 9 accomplices were prosecuted in connection with Antex cryptocurrency

The subjects were accused of defrauding and appropriating hundreds of billions of dong from tens of thousands of investors through the "Antex" digital currency project and violating accounting regulations, causing especially large losses to the State budget.

On the afternoon of October 14, at the press conference on a number of typical cases and incidents related to the economic and environmental fields, the Investigation Police Agency, Hanoi City Police announced the Decision to prosecute the case and prosecute Nguyen Hoa Binh (commonly known as "Shark Binh") and 9 other subjects on two charges: "Fraudulent appropriation of property" under Article 174 and "Violating accounting regulations causing serious consequences" under Article 221 of the Penal Code.

Detecting signs of fraud from the "Antex digital currency" project

From collecting information, grasping the situation on cyberspace and people's reflections on signs of suspected fraud in the "Antex digital currency" project, the Director of Hanoi City Police has directed the Economic Police Department to coordinate with professional units to urgently verify and investigate to clarify.

According to the initial investigation results, Nguyen Hoa Binh (born in 1981, residing in Sunshine City, Ciputra, Phu Thuong Ward, Tay Ho, Hanoi) and a number of subjects with expertise in the field of cryptocurrency agreed to contribute 5 billion VND to develop the project "Antex digital currency" (stored on Binance e-wallet). The purpose of this group is to mobilize capital from investors through the issuance and sale of "Antex digital currency", in order to build subsequent projects such as "VNDT digital currency" and "VNDT e-wallet" - however, in reality, no products have been completed.

In the capital contribution structure, Nguyen Hoa Binh contributed 2 billion VND and directed the establishment of Vietnam Blockchain Technology Services Joint Stock Company to implement the project. The initial capital contribution was used to pay salaries, rent servers and technical activities to serve system operations.

33.2 billion Antex tokens were sold, raising about 117 billion VND

From August to November 2021, the group issued and sold 33.2 billion Antex tokens to about 30,000 investors through cryptocurrency exchanges, earning 4.5 million USDT (equivalent to 4.5 million USD, about 117 billion VND).

To gain trust, Nguyen Hoa Binh took advantage of his personal reputation and influence on social networks to announce the establishment of the Next100 Blockchain Investment Fund with a commitment to invest 50 million USD in 10 years to promote the project and prevent token "dumping". However, the project did not meet the schedule, the subjects withdrew investors' money, transferred it to personal wallets and companies in the Nexttech ecosystem for misuse.

According to the investigation agency, Nguyen Hoa Binh and his accomplices withdrew money from 30,000 investor wallets, appropriating an exceptionally large amount of money. Hanoi City Police have temporarily seized and frozen about 900 billion VND in assets, including 597 gold bars, foreign currency, 18 red books, 2 cars, and many related equipment and documents. The subjects have only recovered 3.45 billion VND.

Expanding investigation into Nexttech's accounting and real estate activities

During the investigation, the City Police discovered other violations by Nguyen Hoa Binh. Specifically, in 2022, the subject directed the establishment of Nextland Real Estate Trading Joint Stock Company, assigned individuals under his authority to manage and use two parallel accounting systems to conceal revenue, lower the value of sales contracts, causing particularly large losses to the State budget.

Based on collected documents, on October 10, 2025, the Investigation Police Agency - Hanoi City Police Department issued a Decision to prosecute the case and prosecute Nguyen Hoa Binh (Shark Binh) and 09 other subjects for two crimes: "Fraudulent appropriation of property" (Article 174, Penal Code); "Violating accounting regulations causing serious consequences" (Article 221, Penal Code).

Currently, the Economic Police Department - Hanoi City Police is continuing to investigate the case, expanding to clarify the criminal acts and related companies in the Nexttech ecosystem. The case of Nguyen Hoa Binh (“Shark Binh”) is receiving special attention from the public, not only because of its financial scale and large number of victims, but also because of its connection to the “blockchain” investment model and digital currency – a new field with many potential risks of sophisticated fraud. Authorities recommend that people need to be vigilant and carefully verify information about digital financial projects before investing to avoid becoming victims of similar tricks.
