Tighten regulations on purchasing public vehicles

Cases of purchasing public vehicles exceeding the "ceiling" must be considered and decided by the Minister or Head of the central agency - this is one of the notable contents in the draft Decree amending and supplementing a number of articles of the decrees in the field of management and use of public assets, which has just been sent by the Ministry of Finance to the Ministry of Justice for appraisal.

Cases of purchasing public vehicles exceeding the "ceiling" must be considered and decided by the Minister or Head of the central agency.

The draft introduces many important new points, emphasizing the principle of promoting decentralization and thoroughly delegating power to local authorities in managing and handling public assets, with the expectation of creating clear changes in the work of preventing and combating corruption and waste.

Accordingly, a series of authorities currently managed by the central level ( Prime Minister , Ministers) will be transferred to local authorities at the provincial and district levels, previously down to the commune level.

Specifically, decentralization to the provincial and communal levels to decide on many issues related to the rearrangement and handling of houses and land that are public assets; decentralization of authority to approve plans to handle many types of assets (such as buried assets, assets transferred by enterprises without compensation, assets of public-private partnership projects, etc.) from the Prime Minister and Ministers to the provincial level; decentralization to local authorities at the communal level to decide on establishing ownership rights of the entire people and approve plans to handle some assets.

One notable point is the regulation tightening the purchase of public cars. According to the draft, cases of purchasing cars with a value higher than 15% of the maximum price must be considered and decided by the minister or head of the central agency.

In the case of used vehicles, the residual value or revaluation value must not exceed 115% of the maximum vehicle price as prescribed.

In addition, the draft also adds content on reporting on the management and use of public assets by Vietnamese agencies abroad to enhance supervision and transparency.

The draft also provides directions to resolve difficulties related to the transfer of public power projects to Vietnam Electricity Group, especially projects invested under the PPP method.

In addition, many other contents are also clarified in the draft decree such as handling of assets as evidence in cases, confiscated assets; determining the value of assets on land, and the value of land use rights.
