Responding to the press at a regular press conference on October 6, Deputy Minister of Agriculture and Environment Phung Duc Tien and leaders of the Department of Meteorology and Hydrology pointed out the limitations of the meteorological sector in warning of heavy rain and coordinating response in localities.

The responsibility lies with the local government.

According to Mr. Hoang Duc Cuong, Deputy Director of the Department of Meteorology and Hydrology, the meteorological agency's duty is to monitor, forecast and issue warning bulletins, but it does not have the authority to make administrative decisions for other sectors. Using forecast information to let students stay home from school or adjust work schedules is the responsibility of the education sector and local authorities.

Mr. Hoang Duc Cuong cited the example of the heavy rain on September 30 in Hanoi that flooded the streets, but students still had to go to school, parents were upset because they could not pick up and drop off their children on time, and roads were seriously congested.

The representative of the Department of Meteorology and Hydrology affirmed: At that time, the relevant units had received the warning bulletin, but the decision to respond depended on the actual conditions of each locality and unit.

Adding to this content, Deputy Minister Phung Duc Tien said that decentralization is necessary. The meteorological sector is only responsible for providing professional data, while the decision to take action is under the authority of specialized management agencies.

Mr. Phung Duc Tien affirmed that the Ministry of Agriculture and Environment supports the mechanism to strengthen information coordination between the meteorological and education sectors to ensure student safety, but cannot delegate administrative management authority to the meteorological agency.

At the meeting, Mr. Hoang Duc Cuong also informed that the rainfall during the late September flooding in Hanoi reached about 200mm in less than a day, much lower than the historic rainfall in 2008 (at the time in Ha Dong, nearly 800mm of rain was recorded for 3 consecutive days). However, due to the high urbanization rate and limited drainage system, the risk of flooding is still high.

This year there has been more rain, wind, storms and floods than usual.

Also at the press conference, a representative of the Department of Hydrometeorology reported that from now until the end of 2025, storms and tropical depressions in the East Sea will be more active than the average of many years. In the past 9 months, there have been 14 storms and tropical depressions, of which 6 directly and indirectly affected Vietnam. Thus, up to this point, the total number has exceeded the average of many years (normally there are only 11-13 storms each year).

From October to December 2025, the risk of storms and tropical depressions remains high. Storms are likely to make landfall more often, accompanied by heavy rain in the area from Ha Tinh to Hue and Quang Ngai to Khanh Hoa.

Deputy Director Hoang Duc Cuong also said that the cold air will increase in intensity from October, possibly causing severe cold in the North from the second half of December.

Meanwhile, in the Mekong Delta, flood levels this year are forecast to be at alert levels 1-2, lower than record years like 2019-2020, but saltwater intrusion still needs to be closely monitored.
