The Department of Foreign Affairs inspected the pilot operation of two-level government in five communes: Muong Khieng, Co Ma, Muong E, Long He, and Muong Bam.

Implementing Plan No. 149/KH-UBND dated June 21, 2025 of the Provincial People's Committee on organizing the trial operation of local government activities at the commune level and Decision No. 1474/QD-UBND dated June 22, 2025 of the Provincial People's Committee on establishing Working Groups to inspect the trial operation of local government activities at the commune level. From June 24 to 25, 2025, Working Group No. 17 chaired by Mr. Luu Binh Khiem - Director of the Department of Foreign Affairs, organized inspections in 05 communes: Muong Khieng, Co Ma, Muong E, Long He, Muong Bam.

To officially come into operation from July 1, 2025, at 05 communes: Muong Khieng, Co Ma, Muong E, Long He, Muong Bam have conducted a trial operation with the following key contents: Organizing the Party Executive Committee Conference; approving working regulations, assigning tasks to cadres and specialists; developing operating regulations of agencies and units; completing office layout; upgrading information technology infrastructure, document management software, work records; updating and renewing specialized digital certificates; engraving, registering and using new seals; organizing trial sessions of People's Committees, People's Councils of communes, activities of the Public Administration Service Center and related tasks...

Through the actual inspection at 05 communes, it shows that , although there are still difficulties in human resources, facilities, and progress time, however, with the direction of the Standing Committee, the Standing Committee of Thuan Chau District Party Committee; the Standing Committee of the Party Committee , the People's Committees of the communes have proactively met, discussed and agreed to issue draft documents to lead and direct the implementation of the arrangement of the organizational apparatus, in which special attention is paid to the implementation of the pilot operation of the Party Committee, People's Council, People's Committee, and the Vietnam Fatherland Front Committee at the commune headquarters according to the guidelines of the 2-level local government model and the preparation work for the organization of the first commune Party Congress for the term 2025 - 2030, the communes have closely directed, made efforts, and focused on the preparation work for the pilot operation of the local government activities at the commune level; the contents are fully prepared and ready to deploy the activities of the commune, ensuring effectiveness, efficiency, smoothness, closeness to the people, and closeness to the people.
