Son La promotes AI application in digital government management and operation

VHO - The People's Committee of Son La province has just organized a workshop on "Application of AI in management and administration of digital government", aiming to promote digital transformation in localities of Son La province in the coming time. The workshop was held online to 71 communes and wards.

At the Workshop, delegates participated in discussions and exchanged contents related to "Application of AI in management and administration of digital government" to contribute to building, forming the government and developing digital transformation in Son La province. The Workshop received many presentations and listened to 10 opinions from schools and businesses approaching the Workshop topic from different perspectives.

The presentations and opinions all affirmed that digital transformation has become an inevitable and irreversible trend, having a profound impact on all areas of social life. In particular, the application of Artificial Intelligence is not only a tool, but has been identified as the number 1 strategic technology according to Decision 1131/QD-TTg of the Prime Minister . Accelerating the application of AI is a key solution to promote the work efficiency of officials and improve local governance.

Speaking at the Workshop, VNPT Son La representative introduced key AI solution groups for Digital Government, with solutions to support effective administrative procedure settlement (TTHC) such as AI assistant to support TTHC processing, AI assistant to support People (Kiosk/Robot); support Independent Management and Operation with VNPT iKNOW (Smart Knowledge AI Assistant), vnSocial (AI Assistant to Listen and Monitor Social Networks); integrating AI into existing Systems with AI application in VNPT iOffice/VNPT VSR.

VTC NetViet Company presented the topic "Integrating artificial intelligence (AI) into the 5R software system - A turning point in implementing Resolution 57". By applying AI combined with the 5R management platform, it aims to realize the spirit of "taking shortcuts and getting ahead". The core idea - AI + 5R (5R (Record - Report - Review - Recommend - Reform) is a digital governance framework according to Resolution 57, helping to systematize the process: recording - reporting - reviewing - recommending - reforming. With the expectation for provincial leaders to have a real-time "strategic dashboard", making quick, accurate, data-based decisions. For departments and branches, reducing manual reporting, improving transparency, and making it easier to coordinate and connect. For people and businesses, clearly see the progress of implementing development targets, strengthening trust in digital government. For the Central Government, Son La can become a model for mountainous provinces in applying AI to public administration...

Representatives of Tay Bac University presented a discussion on the topic "Building a digital competency framework for cadres, civil servants and public employees of Son La province". In particular, assessing the development of a digital competency framework for cadres, civil servants and public employees of Son La province is an essential requirement in the current context of digital transformation. From determining goals and construction principles to proposing a framework structure with 7 competency domains and 8 proficiency levels, the report provided a comprehensive solution. The implementation process according to the PDCA cycle with four stages (Planning, Implementing, Checking, Adjusting) ensures scientificity and feasibility. The application of the digital competency framework not only improves the capacity of cadres, civil servants and public employees but also serves as a solid foundation for the province's digital transformation strategy for the period 2025 - 2030, contributing to the sustainable development of the locality...
