Amendment of regulations on living expenses for pedagogical students

(Dan Tri) - According to a document responding to voters in Thanh Hoa province, the Ministry of Education and Training said it is submitting to the Government a draft Decree amending regulations on policies to support tuition fees and living expenses for pedagogical students.


Voters of Thanh Hoa province proposed that the Government consider and amend Decree No. 116/2020/ND-CP of the Government regulating policies to support tuition fees and living expenses for pedagogical students to ensure consistency, uniformity and fairness.

In addition, the study assigned the policy bank as the direct unit to collect and refund tuition and living expenses for cases that registered to benefit from the policy of supporting tuition and living expenses after graduation but violated the commitment.

According to the response document, the Ministry of Education and Training said it is submitting to the Government a draft Decree amending and supplementing a number of articles of Decree 116/2020/ND-CP of the Government on policies to support tuition fees and living expenses for pedagogical students.

Decree 116 issued in 2020 stipulates a policy of supporting tuition fees and living expenses "equally" for all pedagogical students.

Specifically, from November 15, 2020, pedagogical students will receive State support for tuition fees equal to the tuition fees of the teacher training institution where they study; and will receive State support of VND 3.63 million/month to cover living expenses during their time studying at school.

However, the implementation of Decree 116 encountered many difficulties, including the situation of students owing living expenses.

In 2023, the Ministry of Education and Training will continue to amend the policy on tuition and living expenses support for pedagogical students.

Accordingly, the support regulations for pedagogical students are adjusted to be based on academic results. Specifically, pedagogical students from the second year onwards, if their average academic score is poor or their training score is poor, will not be considered for support to cover living expenses.

The Ministry of Education and Training has submitted the third draft decree to the Government for consideration and promulgation.

In addition to the proposal to amend the regulations on living expenses support for pedagogical students, voters in Thanh Hoa province also proposed adjusting the support level from 40% of the basic salary to 60% of the basic salary regarding the policy to support students and high schools in especially difficult communes and villages.

The Ministry of Education and Training said that with the large number of boarding students nationwide, if the support is increased to 60% of the basic salary, under current conditions, the state budget cannot meet the demand.

Therefore, the draft decree proposes that the monthly meal allowance for students and trainees is 936,000 VND (equal to 40% of the current basic salary). The above support level basically meets the needs of caring for and nurturing boarding students and trainees.
