Dong Bong area currently has 72 households with 342 people, over 94% of whom are Muong ethnic people. People here mainly grow tea, with larger households having more than 4 hectares, smaller households having 2-3 thousand ^m2 , so people's lives are still somewhat difficult, with a poverty rate of 65% and a cultural household rate of 70%. Up to now, with an average income of 24-25 million VND/person/year, people's lives have gradually changed.

As a particularly difficult area of ​​Van Luong commune, the people's educational level is not uniform, so the propaganda of policies and guidelines still faces many difficulties. Therefore, in his role as the Head of the area and the Police Officer of Dong Bong area, Mr. Ha Phuc Toan always determines that to ensure security and order in the area under his charge, the help and support of the people is needed. Therefore, he regularly chairs the activities of the area to propagate and mobilize people to well implement the policies and laws of the Party and the State; encourage people to change their farming habits, apply science and technology and production to develop the economy and reduce poverty. He often reminds people to raise their vigilance against all types of crimes, comply with the Road Traffic Law, not to use alcohol and wear helmets when participating in traffic.

Mr. Toan himself, in his work in the area, always upholds the spirit of responsibility, regularly stays close to the area, grasps the factors and characteristics of the population, listens to the opinions and aspirations of the people, proactively advises the Commune Police Chief to develop plans to effectively combat all types of crimes, maintain political security and social order and safety.

In addition, it is often necessary to strengthen and improve the quality of Self-management Teams, build Movements such as: "All people protect national security" associated with "All people unite to build a cultural life"; Learn about the law; Manage and educate children in the family not to commit crimes and social evils; Women's Teams do not participate in social evils; "3 no, 3 reduction"...

In 2018, due to the impact of storms and rain, in the commune bordering Long Coc, there was a drowning death. Immediately after receiving the information, he promptly mobilized local forces and people in Dong Bong area to support the stream to search for the victim.

For his achievements in ensuring local security and order and his spirit of not fearing difficulties in rescuing people in storms, Mr. Ha Phuc Toan was awarded a Certificate of Merit by the Provincial Police and many other awards by the local government.

With the trust of the people, the help of comrades and teammates in work; the care and training of local Party committees and authorities, Mr. Toan has promoted his sense of responsibility, supporting the police force at the grassroots level to maintain security and order in the area.
