Entering a new era, a new opportunity for the country with a new development mindset, on behalf of the Politburo , General Secretary To Lam has just signed and issued Resolution No. 70-NQ/TW dated August 20, 2025 on ensuring national energy security until 2030, with a vision to 2045. The issuance of this important resolution by the Politburo at the time of entering the era of national growth, the country is highly determined to develop prosperously and powerfully, has received the sympathy, consensus and high support of the entire Party, people and army.
The Resolution clearly stated that, in order to meet the requirements of rapid and sustainable development of the country in the coming time, especially to implement the two strategic goals by 2030 and 2045, ensuring energy security plays a very important role. Energy must be one step ahead, fully meeting the needs of socio -economic development, national defense, security and improving people's lives.
The Politburo requires the Party to provide comprehensive leadership; the State to create institutions, breakthrough policies and control strategic energy infrastructure; people and businesses are the center and the subjects of national energy development, in which the state economy plays a leading role, the private sector is one of the most important driving forces. Ensuring national energy security is the foundation and an important premise for national development, an important part of national security. Energy development is given the highest priority to meet the requirement of continuous growth of over 10% in the coming period, realizing the country's two 100-year goals. The national energy development plan must be led, directed and implemented in a concentrated, unified, synchronous, serious and effective manner.
Energy development must be consistent with the socialist-oriented market economy, linked to the implementation of social progress and equity, social security, ensuring national defense, security, environmental protection and flexibility in implementing international commitments on greenhouse gas emission reduction. Building a synchronous, competitive, transparent energy market, diversifying ownership forms and business methods; applying market prices to all types of energy, without cross-subsidization between customer groups. Encouraging and creating favorable conditions for economic sectors, especially the private sector, to participate in energy development; ensuring that the private economy competes equally with other economic sectors in developing energy projects.
Develop synchronously, reasonably and diversify energy types; prioritize the exploitation, thorough and effective use of renewable energy sources, new energy, clean energy; exploit and reasonably use domestic fossil energy sources, focus on stabilizing, regulating and ensuring national energy reserves; develop nuclear power and gas power; have a roadmap to reduce the proportion of coal-fired power in a reasonable manner. Encourage investment and use of energy economically and effectively, reduce emissions, protect the environment, promote increased labor productivity and innovate the growth model, considering this both the right and responsibility of the whole society...
Promote the application of science, technology, innovation and digital transformation to promote rapid and sustainable development of the energy sector; gradually master modern technology and nuclear energy technology, moving towards self-sufficiency in producing most energy equipment to serve domestic needs and export both technology and equipment.
One of the contents of Resolution No. 70-NQ/TW that people are interested in is developing the electricity market in the direction of increasing competitiveness, transparency, efficiency, and synchronization with ensuring energy security. In particular, effectively implementing the direct electricity trading mechanism, while enhancing the right of electricity customers to choose and access electricity suppliers that suit their needs. This is a breakthrough orientation, opening up opportunities to restructure the Vietnamese electricity market, which has long been in a state of monopoly.
Resolution No. 70-NQ/TW also requires the construction and completion of the electricity trading system, including a transparent, stable, long-term power purchase agreement (PPA) mechanism, ensuring the legitimate rights and interests of investors; encouraging private enterprises to participate in energy storage infrastructure investment projects such as storage batteries, LNG warehouses, gasoline and oil warehouses both on land and at sea; innovating the electricity transmission price mechanism to strongly attract the private sector to invest in developing the transmission grid... The Resolution also encourages enterprises and people to participate in investing in developing small and medium-sized renewable energy projects, projects that both produce and consume energy.
With the orientations, policies and major tasks set out, Resolution No. 70-NQ/TW will be a new driving force and new impulse to promote the energy sector to develop rapidly, sustainably and effectively, meeting the requirements of economic development, national security and defense, as well as serving people's lives better and better in the new period.
