Strengthening the effectiveness of the People's Council at the commune level after the merger

On October 9, at Tri Ton commune, Head of the Legal Committee of An Giang Provincial People's Council Pham Van Mau led a working delegation to have a working session with the People's Councils of 11 communes, including Tri Ton, Ba Chuc, O Lam, Co To, Cho Vam, Phu Lam, My Duc, Vinh Thanh Trung, Hoa Lac, Phu Hoa and Dinh Thanh to assess the performance of the People's Councils and Standing Committees of the People's Councils of the communes after the merger of administrative units, from July 1, 2025 to present.

Delegates from communes attended the working session with the Provincial People's Council.

Reporting to the delegation, representatives of 11 communes said that after the merger, the activities of the People's Councils of communes were basically stable. The work of examining, issuing and implementing resolutions was carried out in accordance with procedures and laws. The activities of supervision, receiving citizens, and handling complaints and denunciations were carried out seriously, ensuring compliance with regulations.

Localities presented difficulties in the operation of People's Councils at the commune level.

In addition, localities still face some difficulties in infrastructure and information technology equipment; the number of civil servants serving the People's Council is still small, having to hold multiple positions; operating budget is limited, not distributed in a timely manner; some documents and reports are sent late, affecting the quality of examination and discussion. Frequent changes in the legal document system and the expansion of decentralization and delegation of power increase work pressure, requiring higher legal capacity.

The communes recommended that there should be early guidance on the election of People's Councils at two levels for the 2026-2031 term and the implementation of a unified management system of executive documents.

The working group explained issues within its authority and recorded the remaining recommendations to report and propose to the provincial leaders for consideration and resolution.

Speaking at the survey, Head of the Legal Committee of the An Giang Provincial People's Council Pham Van Mau acknowledged and highly appreciated the efforts of the People's Councils of the communes in the past 3 months. Thereby, he requested the communes to continue to strictly implement the Resolution of the Provincial People's Council, perfect the apparatus after the reorganization, overcome difficulties, and improve the quality of activities of the grassroots People's Councils.
