The Vinh Binh Commune Party Committee currently has 33 Party cells and affiliated Party Committees, with more than 1,000 Party members. In the initial phase of implementing the two-level local government model, the Commune Party Committee identified the key task as innovating leadership methods to keep up with grassroots practices, especially promoting the application of information technology.

One of the practical steps is to establish Zalo groups such as "commune party committee", "hamlet party cell"... to update and deploy tasks quickly. Information is shared directly between party members, party cell secretaries and commune leaders, ensuring timely and unified direction. Standing Deputy Secretary of the Party Committee, Chairman of the People's Council of Vinh Binh Commune Vo Thanh Xuan said: "Zalo groups operate very effectively. When people report problems, grassroots cadres transfer information to the group, commune leaders grasp and direct departments and units to handle them immediately."

Before each Party cell meeting, the contents of resolutions and related documents are sent in advance via Zalo group for Party members to study and prepare their opinions. Mr. Danh Lui - Party member of Boi Loi B Hamlet Party Cell shared: "The Party cell secretary sends reports and documents of the Party cell via Zalo group in advance. This method helps save printing costs, Party members access information early so they can participate in giving opinions more effectively."

In fact, most party members in the commune use smartphones and have Zalo and Facebook accounts. This creates great convenience for transmitting information to everyone, anywhere, at any time.

Not only stopping at disseminating information from the commune to the grassroots, Zalo groups are also a "quick feedback channel" from Party cells on hot issues in the area. Information from the grassroots is reported quickly, helping commune leaders and functional forces have a basis to intervene and correct in a timely manner. This is a form of "digital supervision" that is effective in Party and government management.

Digitizing Party documents using QR codes

One of the highlights of digital transformation in Vinh Binh is the application of QR codes to exploit and access documents serving Party work. Mr. Vo Thanh Xuan said: "Digital transformation is first of all a change in thinking. When Party committees, cadres and Party members have a digital mindset, any modern means can be effectively used to improve the quality of work."

By exploiting official documents from Party websites, Vinh Binh Commune Party Committee has compiled and designed a table of "Digital transformation documents on Party building work" including about 10 QR codes. Each code leads to a specific section such as: 117 stories about Uncle Ho; videos of Uncle Ho's teachings; latest resolutions and directives; internal information page of the province...

Integrating QR codes helps save printing costs, is easy to update, and improves efficiency in meetings, party cell meetings, and thematic activities. Notably, the "paperless meeting room" model is showing clear effectiveness. "Previously, each meeting had to print a stack of documents, now just scan the QR code to get all the information. Documents are exchanged via an electronic environment, which is very convenient," said Mr. Vo Thanh Xuan.

Secretary of Cai Nua Hamlet Party Cell Ho Hoang Nhut said: “Previously, if we needed any documents, we had to find printed copies or ask for them from the Commune Party Committee, which was very time-consuming. Now with the QR document board, we can easily search for official information and quickly update the policies of our superiors.”

Mr. Tran Viet Hoa - a senior party member residing in Hiep Hoa hamlet said that the QR codes created by Vinh Binh commune are very useful, helping him to receive information more quickly, and cadres and party members in the party cell, including those exempted from party cell activities, can study them. "This is an official information channel, helping party members connect with the party cell, especially helping me grasp the Party's policies and guidelines, the State's policies and laws...", Mr. Hoa said.

Digital transformation in Party work is not only a trend but also an urgent requirement in the digital age. In Vinh Binh, thanks to the flexible and close application of technology, Party activities are increasingly effective, transparent, economical, while strengthening the connection between Party organizations and Party members, between cadres and the People. The model is considered a practical highlight for reference and replication, contributing to modernizing working methods, building a more streamlined and effective Party administration in the new period.
