Creating conditions for cold-water fish farming to have a foothold in the 'home field'

The Department of Fisheries and Fisheries Surveillance, Ministry of Agriculture and Environment has just issued Document No. 1707/TSKN-GTATS in response to the request of the Coldwater Fish Association of Lao Cai province in Document No. 05/HCNL.

According to the Department of Fisheries and Fisheries Surveillance, Document No. 05/HCNL dated August 4, 2025 of the Coldwater Fish Association of Lao Cai province on the request to control the output of sturgeon imported into Vietnam.

The Department of Fisheries and Fisheries Control believes that in the context of globalization, goods, services and capital are freely circulated between countries, and participation in the WTO/FTA often commits to reducing trade barriers. Therefore, the coldwater fish farming industry needs to proactively apply advanced industrial production processes and technologies, suitable to the ecological conditions of each region to increase survival rates, ensure effective production, save water, protect the ecological environment and trace the origin of products. The industry needs to diversify production models; in which enterprises are the core, encourage production linkages between enterprises and households, linked to the consumer market, and transparency in quality to increase competitiveness, reduce product costs, and enhance the brand value of Vietnamese coldwater fish.

To develop cold-water fish farming, the Department of Fisheries and Fisheries Control said it will advise the Ministry of Agriculture and Environment to continue negotiating with countries and territories with strengths in developing cold-water fish to import new cold-water fish breeds of economic value, suitable for ecological conditions to diversify farming objects; advise the Ministry to direct scientific and technological organizations to research, review, perfect, and transfer technology processes for seed production, commercial farming, and disease prevention and treatment to ensure seed quality and increase survival rate, reducing environmental pollution.

The Department continues to review administrative procedures to facilitate people and businesses to import breeds and materials for cold-water fish production.

For localities, the Department of Fisheries and Fisheries Control requests that fisheries management agencies propagate and guide organizations and individuals to implement the Fisheries Law and relevant legal provisions in sturgeon farming; inspect the implementation of legal provisions on fisheries, on the management of rare and endangered animal farming, especially the implementation of regulations on breeding, rearing, and artificial cultivation of aquatic species listed in the appendix of the International Convention on Trade in Endangered Species of Wild Fauna and Flora; rare and endangered aquatic species (Article 40 of the Fisheries Law 2017). At the same time, promptly detect violations and handle them according to regulations (if any).

Localities shall closely inspect and supervise organizations and individuals that have been licensed to import sturgeon according to Circular 25/2018/TT-BNNPTNT dated November 18, 2018 of the Ministry of Agriculture and Rural Development (now the Ministry of Agriculture and Environment); strictly handle cases of non-compliance and publicly disclose violating establishments according to regulations (if any).

The Department of Fisheries and Fisheries Control also requested the Lao Cai Province Coldwater Fish Association and coldwater fish production facilities to fully implement the provisions of the Fisheries Law, documents guiding the Fisheries Law and the CITES Convention in raising and circulating sturgeon products, focusing on granting Certificates of facilities qualified for production and breeding of aquatic breeds; confirming the origin of aquatic species; certifying facilities qualified for breeding and artificially cultivating aquatic species listed in the appendix of the International Convention on International Trade in Endangered Species of Wild Fauna and Flora; and rare and endangered aquatic species according to regulations.

At the same time, reorganize production in the direction of association; research and improve production processes to improve quality, reduce product costs, thereby enhancing product competitiveness; research and build brands for sturgeon products produced in Vietnam, ensuring traceability of product origin when circulating on the market.

The Department of Fisheries and Fisheries Surveillance said that the growth in coldwater fish production in the period 2007 - 2023 averaged 49.13%/year, putting Vietnam in the group of 6 countries with the largest sturgeon production in the world. The development of coldwater fish farming has created a new direction for aquaculture, contributing to exploiting the potential of coldwater bodies, developing infrastructure, creating jobs, increasing income, improving people's lives, and contributing to protecting national security and defense in remote, isolated and border areas.
