Focus on reviewing, cutting, and simplifying administrative procedures based on data

Prime Minister Pham Minh Chinh requested to reduce or not require individuals and organizations to provide components of documents whose information is already available in databases.

On October 22, 2025, Prime Minister Pham Minh Chinh signed and issued Official Dispatch No. 201/CD-TTg on focusing on reviewing, reducing, and simplifying administrative procedures based on data.

The dispatch clearly stated: Implementing the direction of General Secretary To Lam in Notice No. 07-TB/CQTTBCD dated October 15, 2025 of the Standing Office of the Central Steering Committee on Science, Technology Development, Innovation and Digital Transformation and Notice No. 386-TB/VPTW dated October 16, 2025 on the key meeting in October 2025; to continue promoting the reduction and simplification of administrative procedures to ensure efficiency, substance, science, methodical approach, based on practice and based on the availability of data, connectivity, and synchronization of infrastructure to facilitate and reduce time and costs for individuals and organizations, contributing to promoting economic development, the Prime Minister requested Ministers, Heads of ministerial-level agencies, Chairmen of People's Committees of provinces and cities to focus on seriously implementing the following tasks:

Reduce or eliminate the requirement for individuals and organizations to provide components of records where information is already available in databases.

1. Ministers, Heads of ministerial-level agencies, Chairmen of People's Committees of provinces and cities:

a) Urgently direct the review of 734 administrative procedures according to Document No. 4735/TCT dated October 20, 2025 of the Working Group implementing Project 06, administrative procedure reform, digital transformation associated with Project 06 and other administrative procedures containing one of the 15 types of documents that have information on national databases and specialized databases that can be immediately reduced.

b) Ministries and ministerial-level agencies shall accelerate the completion of amendments and supplements to legal documents to implement plans to reduce and simplify administrative procedures approved in decisions of the Prime Minister in each management field; in which, proactively reduce or not require individuals and organizations to provide components of documents whose information is already available in databases.

c) For 668 specific administrative procedures issued by localities, the Chairman of the People's Committee of provinces and cities shall direct the review and advise competent local authorities to amend and supplement legal documents to reduce or not require individuals and organizations to provide dossier components whose information is already in the databases. To be completed no later than November 15, 2025 or at the nearest People's Council meeting.

d) Ministries, branches and localities shall send the review results to the Ministry of Justice before October 31, 2025.

Develop a special mechanism to handle difficulties and obstacles to implement the plan to immediately reduce and replace file components whose information is already in the databases.

2. The Minister of Justice is responsible for:

a) Instruct ministries, branches and localities to conduct specific reviews of administrative procedures whose dossier components are 1 of the 15 types of documents that have data and can be reduced; propose plans to reduce and simplify administrative procedures, clearly identifying articles, clauses and points in legal documents that need to be amended and supplemented to ensure implementation of the plan. Complete the guidance before October 23, 2025.

b) Preside and coordinate with the Ministry of Public Security, the Ministry of Home Affairs, the Government Office and other ministries and branches to evaluate the results of the review and develop a comprehensive report on the implementation of administrative procedure reduction and simplification. To be completed before November 15, 2025.

c) Preside over and coordinate with relevant ministries and branches to develop a Government Resolution according to Resolution No. 206/2025/QH15 dated June 25, 2025 of the National Assembly on a special mechanism to handle difficulties and obstacles caused by legal provisions to implement the plan to immediately reduce and replace dossier components whose information is already available in national databases and specialized databases. Submit to the Government for promulgation before November 15, 2025.

d) Monitor, urge, and synthesize the situation and results of the implementation of this Official Dispatch, promptly report to the Prime Minister on arising issues that exceed authority.

3. Deputy Prime Ministers, according to their assigned areas of responsibility, directly direct Ministers and Heads of ministerial-level agencies to perform tasks to ensure quality and progress as required./.
