Tay Ninh: Affirming the mark of a term of innovation

The first Congress of Tay Ninh Provincial Party Committee for the 2025-2030 term is an important political event, marking a new development step of the province after the merger (of Long An and Tay Ninh provinces) and the implementation of a two-level government. Before the Congress, VNA reporters had an interview with comrade Nguyen Van Quyet - Secretary of Tay Ninh Provincial Party Committee on preparations as well as development orientations for the next term.

- Could you please summarize the outstanding results in implementing the Party Congress Resolution for the 2020-2025 term?

Provincial Party Secretary Nguyen Van Quyet: During the 2020-2025 term, despite facing many difficulties, especially the COVID-19 pandemic, the Party Committees, authorities and people of Long An and Tay Ninh provinces before the merger have promoted the spirit of solidarity, courage and resilience, achieving many important and quite comprehensive results, demonstrated in many fields.

Specifically, the economy grows steadily; the average growth rate is 6.73%/year, higher than the national average. In the first 8 months of 2025 alone, it reached over 9.5%. The economic scale is estimated at over 350 trillion VND, ranking 10th in the country. Industry has made a breakthrough, with an average growth rate of 9.25%/year.

The province has formed 46 zones and 50 concentrated industrial clusters, covering an area of over 17 thousand hectares. The investment environment has improved significantly, promoting start-ups and innovation.

Regarding investment attraction, in the past term, the province had more than 1,900 FDI projects with a total registered capital of 24 billion USD, along with about 37,000 operating enterprises, contributing to job creation, income increase, and economic restructuring.

Impressive budget growth: Average budget revenue increased by 11%/year. After the merger, Tay Ninh still balanced its budget. As of September 19, 2025, revenue reached nearly 38 trillion VND, equal to 100.5% of the central budget estimate, up 33% over the same period; domestic revenue alone reached over 32.3 trillion VND, up 35.6%.

The province's agriculture has transformed strongly with the application of high technology, linked to the value chain. Many key products have gained a firm foothold in the market. The new rural development program has achieved remarkable results with 82% of communes meeting the standards. The appearance of the countryside has changed, people's lives have improved, and the poverty rate is among the lowest in the country.

There has been much progress in the cultural and social fields. Healthcare, education, and social security have received synchronous attention. Tourism has developed significantly. Import and export have increased steadily over the years. National defense and security are solid; social order is stable; the border remains peaceful and cooperative. Foreign affairs and international integration have expanded, enhancing the province's prestige and position in the region.

- Entering the 2025-2030 term, what key targets and solutions does Tay Ninh province set out, comrade? 2025-2030, what key targets and solutions does Tay Ninh province set out, comrade?

Provincial Party Secretary Nguyen Van Quyet: After the merger, we have a more complete understanding of the potential and strengths to have a suitable development strategy. The merger of the two provinces (Long An and Tay Ninh) has created a new position and strength, expanding the space for development.

Tay Ninh not only connects the Southeast with Ho Chi Minh City and Dong Nai, but also serves as a gateway connecting the West with Cambodia and ASEAN. This is a great advantage for developing industry, high-tech agriculture, tourism, logistics, and import and export.

The merger process is also a cultural-historical blend, with the tradition of bravery and resilience of both localities. The whole province currently has nearly 3.3 million people - an abundant resource, strong internal strength for development. The problem is to arouse aspirations and turn them into actions, into concrete results. We also frankly acknowledge that there are still many difficulties and challenges to overcome.

Goal of the 2025-2030 term: Develop rapidly, strongly, dynamically and sustainably, making Tay Ninh a province in the top 10 in the country in terms of economic scale, growth rate, budget revenue, people's income and social security indicators.

This congress is expected to decide on 22 main targets, including an average economic growth rate of 10-10.5%/year; by 2030, average income per capita will reach over 94 million VND/year; state budget revenue will increase by at least 50% compared to the previous term; 90% of communes will meet new rural standards; over 80% of schools will meet national standards; by 2030, there will be no poor households in the province.

This is both a goal and a determination, demonstrating the province's aspirations, commensurate with its potential and strengths. We identify this period as a golden opportunity that needs to be seized with high determination, innovative thinking and creative methods.

To achieve the goal, the province will focus on 3 breakthroughs, 11 key projects and 6 major groups of solutions, emphasizing: Building a clean and strong Party and political system; strictly implementing the principle of democratic centralism; building solidarity and unity; improving leadership capacity, innovation and creativity in direction and administration.

Promote administrative reform, improve the investment environment; continue to perfect specific mechanisms and policies, create conditions for production and business, and attract investment. Develop science and technology - innovation - digital transformation - green transformation, associated with human resource development, especially high-quality human resources.

Investing in modern and synchronous transport infrastructure, connecting dynamic regions, clearing bottlenecks, and removing obstacles for key projects. Developing urban areas, restructuring the economy; focusing on high-tech industry, green agriculture, and high-quality tourism. Taking care of cultural and social affairs; improving the quality of healthcare and education; ensuring social security, improving people's lives; maintaining national defense and security; building a peaceful, friendly, cooperative border for development.

- Could you please share about the preparations for the 1st Tay Ninh Provincial Party Congress?

Provincial Party Secretary Nguyen Van Quyet : The Congress took place in the context that the whole country had to both stabilize the organizational apparatus according to the two-level government model and focus on socio-economic development.

The Provincial Party Committee and the Provincial Party Committee Standing Committee have strictly followed the Central Committee's direction, focused on building the Congress documents to ensure comprehensiveness, objectivity and honesty; inherited the outstanding achievements of the two provinces before the merger, at the same time pointed out the advantages, limitations, causes, and drew lessons suitable to the new situation.

The Provincial Party Committee and the Provincial Party Committee Standing Committee also absorbed the guiding viewpoints and major orientations from the draft documents of the 14th National Party Congress and the Central Committee's specialized resolutions to determine the directions, tasks, and solutions for the 2025-2030 term, especially breakthrough solutions with long-term vision.

The document has been widely consulted from Party committees, agencies, units, people of all walks of life, veteran cadres, and former provincial leaders of all periods. The comments are dedicated, responsible, and convey expectations for the strong, sustainable development of Tay Ninh.

The Standing Committee has seriously absorbed and completed the work to submit to the Congress for consideration and decision. At the same time, other preparatory work has been carried out urgently and carefully, ensuring the Congress is organized successfully, commensurate with the new position and potential of the province after the merger.
