Also attending were General Phan Van Giang, Politburo member, Deputy Secretary of the Central Military Commission, Minister of National Defense; and leaders of several central ministries and branches.
The investment project to build the new Phong Chau bridge - National Highway 32C, Phu Tho province has a length of about 652.88m; of which, the length of Phong Chau bridge is about 383.3m (to the end of the abutment); the road section at both ends of the bridge connecting to the existing road on Lam Thao side is about 113.8m; on Tam Nong side is about 155.78m, width 20.5m. The upper structure uses reinforced concrete beams and prestressed reinforced concrete; the main bridge consists of 3 continuous girder spans made of prestressed reinforced concrete, constructed by the balanced cantilever method. The project has a total investment of 635.392 billion VND, from the central budget; Thang Long Project Management Board ( Ministry of Construction ) was assigned as the project investor.
Investment objective: Timely handle the collapse of the old Phong Chau bridge on National Highway 32C, ensuring urgency, quickly resolving traffic disruptions, overcoming the consequences of storms and floods; soon connecting the traffic network in the area, creating favorable conditions for people to travel across both sides of the river connecting Tam Nong district (now Van Xuan commune) with Lam Thao district (now Phung Nguyen), Phu Tho province and localities in the region; supporting socio-economic development, ensuring national defense and security in the area.
Immediately after the Phong Chau bridge collapse, the Ministry of Transport (now the Ministry of Construction) issued Decision No. 1131/QD-BGTV dated September 14, 2024, declaring a natural disaster emergency to respond to and repair damage to the traffic infrastructure at Phong Chau bridge at Km18+300, National Highway 32C, Phu Tho province caused by storm No. 3 and floods on September 9, 2024. On September 30, 2024, the Government Office issued Notice No. 7002/VPCP-CN on organizing the implementation of investment in the construction of the new Phong Chau bridge according to the regulations on emergency construction in Article 130 of the Construction Law.
On October 23, 2024, the Government Office issued Notice of Conclusion No. 484/TB-VPCP of Deputy Prime Minister Tran Hong Ha, in which the Ministry of Transport was assigned to preside over and coordinate with the People's Committee of Phu Tho province and relevant agencies to apply current mechanisms on management of investment in construction of emergency construction works (Article 130 of Construction Law No. 50/2014/QH13 dated June 18, 2014, Article 58 of Decree No. 15/20211/ND-CP dated March 3, 2021) to carry out the steps of surveying, designing and constructing the project; Ensure the fastest progress (complete survey, design, investment project approval and start construction in December 2024; complete the bridge foundation before the 2025 storm season (before April 2025); complete the remaining work to put the project into operation in 2025.
On December 9, 2024, Thang Long Project Management Board issued Decision No. 2584/QD-BQLDATL approving the results of contractor selection for Package No. 08: Construction of the new Phong Chau bridge, the investment project to build the new Phong Chau bridge - National Highway 32C, Phu Tho province according to the Emergency Construction Order and signed construction contract No. 08/2024/HDXD-BQLDATL-PC with Truong Son Construction Corporation - Ministry of National Defense. According to the contract, the investment project to build the new Phong Chau bridge - National Highway 32C was started on December 21, 2024; completed in 2025.
To quickly overcome the consequences of typhoon Yagi, quickly resolve the traffic disruption, create conditions for people to travel across both banks of the Red River connecting Phu Tho province and localities in the region, speeding up the construction progress of the new Phong Chau bridge according to the Emergency Construction Order is urgent and necessary. Accordingly, the investor, supervision consultant and construction contractor, Truong Son Construction Corporation, organized the construction with the spirit of "3 shifts, 4 teams", "overcoming the sun, overcoming the rain, not losing to storms and winds", "eating and sleeping urgently", "not enough work during the day, taking advantage of the night", "only discussing work, not discussing back" . Up to now, the project has been completed in 9 months, 3 months shorter than the contract.
In order for the project to achieve the above results, thanks to the participation with very high political determination of related units, the close direction of the Prime Minister, the Ministry of Construction, the Ministry of National Defense and related ministries and branches; the close coordination of the Provincial Party Committee, the People's Committee of Phu Tho province and local authorities; the support and facilitation of the construction implementation of the people in the project area; the responsible working spirit and efforts of the investor - Thang Long Project Management Board, the supervision consultant unit. In particular, the designated contractor, Truong Son Construction Corporation, has promoted the qualities of "Uncle Ho's soldiers", upholding the highest sense of responsibility, building scientific and detailed construction plans and methods; mobilizing sufficient human resources, financial resources, modern machinery and equipment to focus on implementing the construction organization of "3 shifts, 4 shifts".
In addition, following the order of the Ministry of National Defense, the Engineering Corps, the 249th Engineering Brigade successfully carried out the search and rescue mission and built a pontoon bridge in the area of the collapsed Phong Chau bridge. For nearly a year, the pontoon bridge operated by the 249th Brigade has become a traffic artery, serving about 15,000 people and vehicles per day, contributing to ensuring smooth and safe traffic on National Highway 32C.
It is expected that the new Phong Chau Bridge - National Highway 32C, Phu Tho Province investment project under the Emergency Construction Order will be completed with a total cost of about 438,796 billion VND. Thus, after completing the project, there will be a surplus compared to the total investment (635,392 billion VND): 196,596 billion VND; compared to the Prime Minister's Decision on capital allocation (800 billion VND): 361,204 billion VND. The Ministry of Construction is proposing to use this surplus capital after construction to invest in upgrading and expanding the road connecting the new Phong Chau Bridge with the inter-regional road, about 5km long, class III road standards, with an estimated total investment of about 150 billion VND, implementation time from 2025-2027.
The completion of the new Phong Chau Bridge Construction Project 3 months ahead of schedule is of great significance in overcoming the consequences of natural disasters, ensuring smooth traffic on National Highway 32C and the traffic network in the area. The project has important economic, political, cultural and social significance for Phu Tho province in association with ensuring national defense and security; at the same time, it also concretizes the determination of the Prime Minister, the Ministry of Construction, and military units in carrying out the urgent task of helping people overcome the consequences of natural disasters and stabilize their lives.
At the inauguration ceremony, Prime Minister Pham Minh Chinh presented the Prime Minister's Certificate of Merit to Colonel Nguyen Tuan Anh, Deputy Commander of the 12th Corps, for his outstanding achievements in the construction of the new Phong Chau Bridge. The Prime Minister also presented gifts to encourage units with outstanding achievements in operating the Phong Chau pontoon bridge and building the new Phong Chau Bridge. Minister of National Defense Phan Van Giang presented the Minister of National Defense's Certificate of Merit to groups and individuals.
