Administrative reform index remains in the leading group
In many communes and wards in the area, the “one-stop” and “one-stop” models have become routine. Instead of having to go back and forth many times, people now only need to go to one point to receive and receive results, saving time and costs while ensuring transparency.
Many localities have also implemented creative ways, focusing on arranging appropriate staff, promoting the role of youth union members and community digital technology groups in supporting people to use online public services. In some places, the activities of receiving and processing documents are arranged even on holidays, demonstrating the sense of responsibility and close attention of the local authorities. It is from these specific actions that have created satisfaction and trust among the people.

Thai Nguyen province also continues to maintain the provincial Public Administration Service Center in Phan Dinh Phung ward and opens another facility in Duc Xuan ward, with the participation of 14 departments, branches, 2 vertical agencies and the Electricity Company; Duc Xuan alone has 9 units directly participating. At the commune level, 100% of units have established centers, inherited facilities from the "one-stop" department, fully arranged staff and equipment, ensuring the reception and return of administrative procedure results in the new method.
At many centers, the number of applications received each day is quite large, but thanks to reasonable assignment and close coordination, most of the applications are resolved on time. Necessary information is made public and transparent, the hotline operates effectively, creating favorable conditions for people to reflect and make recommendations. What is more important is the professional and responsible service attitude, considering the satisfaction of citizens and organizations as a measure of the quality of public service.
Ms. Nguyen Thi Mai, a resident of Diem Thuy commune, shared: “In the past, I often had to go back and forth many times to complete paperwork. Now, I only need to go to the 'one-stop shop' department to receive detailed instructions and the documents will be returned on time. I feel that administrative procedures are now much simpler and more transparent.”
Mr. Tran Van Luc, owner of a business in Phan Dinh Phung ward, said: “I run a small business and regularly do business registration and tax procedures. The quick processing and ability to submit online right at home has helped save a lot of time and travel costs.”

In July, the province's rate of timely handling of records reached 96.96%; in August it reached 96.61%. Notably, the number of records received online accounted for 86.6% of the total number of records. This is a clear demonstration of the change in the working methods of administrative agencies, associated with the requirement of digital transformation.
Take people and business satisfaction as a measure
This result is reflected in national indicators: in 2024, Thai Nguyen's Administrative Reform Index (PAR Index) reached 91.47%, ranking 5th out of 63 provinces and cities; the Satisfaction Index on Administrative Services (SIPAS) reached 90.23%, ranking 2nd nationwide. These figures affirm the effectiveness of the reform, while also demonstrating the increasing satisfaction of the people and organizations with the quality of administrative services in the province.
Provincial leaders affirmed that administrative reform is not only a regular task but also a strategic breakthrough. The province determines to use the satisfaction of people and businesses as a measure; at the same time, digital transformation is considered a pillar to build a modern government and create development.
In addition to the achieved results, the implementation of administrative reform in Thai Nguyen still has some points that need to be overcome, such as: the situation of overdue records still appears; the rate of receiving and returning online results is not uniform among localities; the connection and integration of data with the National Public Service Portal is still slow, affecting a number of component indicators.
On August 20, 2025, the Provincial People's Committee issued Official Dispatch No. 2043/UBND-NC, requesting departments, branches and localities to seriously review and reduce procedures, especially in the fields of production and business; thoroughly grasp the reception and handling of feedback and recommendations from citizens and organizations on time or earlier than the deadline. In case of delay or lack of responsibility, they will be reviewed and strictly handled.
According to Chairman of the Provincial People's Committee Pham Hoang Son, discipline and administrative order must be tightened. The province is determined not to allow corruption and inconvenience to organizations and citizens. Building a public service culture and promoting exemplary responsibility are fundamental solutions to strengthen people's trust.

Thai Nguyen province identifies digital transformation as the "backbone" of administrative reform. According to Plan No. 222/KH-UBND dated November 27, 2024, the goal is that by the end of 2025, at least 80% of public service records will be processed online, 10% higher than the target assigned by the Government . Along with that, the province focuses on developing digital data warehouses, integrating payments and electronic signatures, providing C-Thai Nguyen utilities, 24/7 support hotlines, creating maximum convenience for people and businesses.
By July 2025, Thai Nguyen had completed the arrangement of Public Administration Service Centers at the provincial level and 100% of commune-level administrative units. In the first 10 days of operation, the centers received and processed thousands of records, basically on time. Along with that, the administrative apparatus was strongly streamlined: reducing 50% of the number of provincial agencies, 67% of the number of commune People's Committees; streamlining the payroll according to the roadmap.
In the context of deep integration and increasing demands for socio-economic development, administrative reform continues to be one of the key tasks. With political determination, close guidance and consensus of the entire political system, Thai Nguyen has a solid foundation to rise to the top of the country, becoming a bright spot in building a creative, honest, active and people-serving government.
