Thanh Hoa announces new procedures to support artisans in preserving heritage

VHO - Thanh Hoa has just officially announced 3 new administrative procedures in the field of cultural heritage under the jurisdiction of the People's Committee at the commune level. This is considered an important step forward in caring for the lives and ensuring legitimate rights of People's Artists and Meritorious Artists.

According to the Decision of the Chairman of the People's Committee of Thanh Hoa province, from September 17, 2025, the locality will synchronously apply 3 new procedures including: procedures for receiving monthly living allowances for People's Artisans and Meritorious Artisans; procedures for issuing health insurance cards; and procedures for ceasing to receive allowances and health insurance upon request.

All are deployed at Public Administration Service Centers at all levels and on the National Public Service Portal.

Notably, the time limit for handling procedures is clearly regulated: only 5 working days for monthly subsidy applications, 15 days for application for termination of benefits, while the procedure for issuing health insurance cards is carried out according to general regulations of the law on insurance.

This helps shorten waiting times, facilitating artisans to access policies in a transparent and timely manner.

This Decision is issued based on the Law on Cultural Heritage (amended in 2024) and Decree No. 215/2025/ND-CP of the Government on management, protection and promotion of cultural heritage values.

The highlight of the decree is the addition of a preferential policy specifically for artisans, who not only preserve the treasure trove of folk knowledge but also make an important contribution to promoting Vietnamese heritage to the world .

Thanh Hoa is currently a province with a large number of intangible cultural heritages recognized in national and international lists.

Many forms of folk art such as lullabies, Ma River songs, Xuan Pha plays, Muong Xia festivals, and Thai bamboo dances are closely associated with the soul, identity, and life of the community.

These heritages only truly come alive when they are directly taught and kept alive by artisans. Therefore, the issuance of new administrative procedures not only has the meaning of state management but also a word of gratitude and commitment to accompany artisans in the journey of heritage preservation.
