VHO - The completion of preferential career policies for artists, actors, directors, choreographers... in public service units in the field of performing arts is receiving special attention from the Ministry of Culture, Sports and Tourism.

The draft "Decree regulating the regime and policies for civil servants and professional workers in public service units in the field of performing arts" is expected to adjust the allowance levels and compensation regimes to be more suitable to reality, contributing to improving the lives and creative motivation of the artist team after its promulgation.

Supplement and adjust the preferential occupational allowance regime in accordance with development practices.

Over the years, performing arts activities have had certain developments, many works, clusters of works, performing arts programs are rich, diverse in content, rich in form with profound political and humanistic values, meeting the public's increasing demand for art enjoyment.

However, compared with the achievements of other fields, the performing arts field is not commensurate and its influence is limited.

One of the fundamental reasons is that the specific mechanisms and policies for civil servants and professional workers in public performing arts units have not kept up with practical development and have not promptly encouraged and motivated creativity in artistic work.

Therefore, it is necessary to study, amend and supplement regulations on preferential occupational allowances for civil servants and professional workers in the performing arts field; and apply them to artists in the armed forces to suit the practical situation.

The Draft Decree on Regulating the regime and policies for civil servants and professional workers in public service units in the field of performing arts is built in accordance with the Party's guidelines and policies and the State's policies and laws, ensuring consistency and feasibility.

Research practices, inherit and promote current legal documents on regimes and policies for the performing arts sector.

In addition, improve the occupational incentive regime for specific occupations with complex, dangerous, especially arduous, toxic, hazardous jobs or jobs requiring specialized skills.

Clearly define the artistic title and professional expertise to enjoy preferential treatment in order to ensure correlation with other professions, commensurate with the nature, workload and professional qualifications of the employee.

Complete the training and performance regime. Clearly define and specifically classify the roles of subjects in performing arts activities that are eligible for the regime to ensure publicity, transparency and fairness in payment.

Improve remuneration policies and create creative motivation for performing artists

The Draft Decree consists of 12 Articles divided into 3 chapters. Of which, Article 6 stipulates the Principles for applying the preferential occupational allowance regime. Accordingly, preferential occupational allowances include the following levels:

Level 50% applies to: Directors of traditional art stages, art directors of traditional stage, opera, musical; Conductors of symphony orchestras, ballet orchestras; Choreographers, ballet trainers; Symphony music composers; Traditional stage scriptwriters; Actors of art forms such as tuồng, chèo, cải lương, circus, water puppetry; opera, ballet, musical; actors performing wind instruments in the brass and woodwind ensembles in symphony orchestras (increased by 25% compared to current regulations).

Level 40% applies to: Directors, art directors of contemporary art forms; Conductors of traditional orchestras, conductors of choirs and other orchestral forms; Choreographers, dance trainers; Music composers, scriptwriters of contemporary art forms; Actors of spoken drama, folk drama, physical drama, pantomime; choral singing, folk songs, new songs; puppetry, contemporary dance, ethnic folk dance, royal dance, variety dance; performers of wind instruments in traditional and ethnic folk art forms; performers of string instruments, percussion instruments, keyboard instruments in symphony orchestras (increased by 15% to 25% compared to current regulations).

Level 30% applies to: actors performing electronic musical instruments and other sound equipment; Stage technicians, backstage and service staff (increased by 15% compared to current regulations).

Contract workers under the provisions of law, if working in areas with especially difficult socio -economic conditions, are entitled to preferential occupational allowance policies according to the specialized work performed.

The Decree also stipulates the regime of training and performance allowances. Instead of a specific amount of money as in Decision 14/2015/QD-TTg, the draft Decree stipulates the allowance level as a percentage of the basic salary, ensuring flexibility and commensurate with the fluctuations of the basic salary.

The training allowance levels are researched and applied correctly to the subjects, working positions, roles and importance of civil servants and employees in public service units in the performing arts sector today, and are appropriate to the efforts contributed in the direct process of staging, practicing and performing.

In addition, the regulations on allowance levels in the draft new Decree are in the direction of keeping the allowance level unchanged at the time of 2015 and converted to a percentage (%) based on the basic salary at the time of 2025.

It is expected that after being promulgated, there will be more motivation for artists to feel secure in creating and contributing.

Add more subjects such as People's Artists and Meritorious Artists; specifically the roles of stage technicians, backstage staff and service staff receiving allowances...

Encourage and motivate artists to stay with the profession for a long time

Evaluating the draft, Head of the Classical Drama Troupe (Vietnam Drama Theater), People's Artist Lam Tung, said that the draft to increase allowances for artists is an important step forward in a positive direction.

The draft clearly classifies professional titles such as director, choreographer, actor, technician, etc., and at the same time, adds criteria for the titles of People's Artist, Meritorious Artist, etc. in the regulations on allowance payment. This is a new point that shows the worthy recognition of artists.

Although the increased allowance is not large, this is a timely spiritual encouragement, helping artists feel the care and encouragement of the Party, the State, the Ministry of Culture, Sports and Tourism and other departments towards the artist team. Thereby, creating motivation for young artists who are striving in the future.

"Each artist in each different position has their own contributions, so dividing allowances according to title and achievements is a way to encourage creativity and improve artistic quality," People's Artist Lam Tung emphasized.

From a management perspective, Director of the Vietnam Circus Federation, People's Artist Tong Toan Thang said that this is a very timely policy, of great significance to the lives of artists.

“Artists have been waiting for this for many years. When their material life improves, they will feel more secure, more dedicated to their profession, and no longer have to struggle to make a living by doing jobs outside of their expertise.

That helps them keep the flame of passion, improve the quality of their creativity and make long-term dedication to art," People's Artist Tong Toan Thang expressed.

According to People's Artist Tong Toan Thang, this policy not only helps retain talented artists at public art units but also creates motivation to attract talented young people to the profession.

In the context that many art industries are facing a "human resource drain" to the private sector due to higher income, this allowance adjustment contributes to stabilizing the workforce and sustainable development of the performing arts sector.

“We hope the State will create a healthy art ecosystem where artists can make a living from their profession, feel secure in their work, and be respected for their contributions to the country's culture and art.

Because if artists have to become "art workers", only worrying about making a living, then art will lose its inherent noble value," said People's Artist Tong Toan Thang.
