In 2024, the Prime Minister announced that October 1 every year will be the National Innovation Day. With the theme "Innovation for all people - Driving force for national development", it further affirms the determination of the Party and State in promoting innovation to become the center of socio -economic development strategy, improving productivity, competitiveness, and ensuring sustainable growth. This is also an occasion to honor creative and breakthrough ideas, while promoting the formation and development of a comprehensive innovation ecosystem.
At the ceremony to respond to the National Innovation Day 2025, the Organizing Committee announced the Local Innovation Index (PII) 2025. In particular, 5 localities: Hanoi , Ho Chi Minh City, Quang Ninh, Hai Phong, and Hue City were honored in the Top 5 PII Index in 2025. Hue City alone had an innovation input score of 51.5; an innovation output score of 47.23; and a PII 2025 score of 49.37, ranking 5th nationwide in the PII Index in 2025.

The Provincial Innovation Index (abbreviated as PII) was officially deployed nationwide by the Ministry of Science and Technology in coordination with the World Intellectual Property Organization and relevant agencies from 2023. The PII index provides a realistic and comprehensive picture of the current status of the economic and social development model based on science, technology and innovation. It is a useful document, providing scientific and practical bases for localities to use in building and implementing policies to promote local socio-economic development based on science, technology and innovation.
In 2024, the PII Index will have 52 indicators, divided into 7 pillars. 5 input pillars reflect factors that facilitate socio-economic development based on science, technology and innovation; 2 output pillars reflect the impact of science, technology and innovation on socio-economic development. In 2024, the PII index of Thua Thien Hue province (now Hue city) will rank 13th out of 63 provinces and cities nationwide and 2nd out of 14 provinces in the North Central and Central Coast regions.
To measure the effectiveness of innovation and application of science and technology, Hue issued a plan to improve and enhance the local innovation index (PII). The plan to improve and enhance the PII index in 2025 and the following years, the city aims to be among the top 10 provinces and cities nationwide in terms of PII index in 2025.

With the result of being honored as one of the Top 5 localities leading the PII Index in 2025 at the National Innovation Festival in 2025, Hue City not only exceeded the set goals and targets but also affirmed the efforts of the government, all levels, sectors and localities in proposing specific and practical solutions and actions to promote the development of science and technology, innovation and digital transformation to serve local socio-economic development.
According to the report of the Ministry of Science and Technology, in 2025, Vietnam's innovative startup ecosystem will continue to make its mark on the global map. Vietnam ranked 55th in the Top 100 countries with a developed innovative startup ecosystem; 3 major centers, Hanoi, Ho Chi Minh City and Da Nang, are all in the Top 1,000 global innovative cities, of which Da Nang increased by 130 places compared to the previous year. In 2025, Vietnam will maintain its position at 44/139 economies in the Global Innovation Index (GII), ranked 2nd in the lower middle-income group and 3rd in ASEAN. Notably, the innovation input index increased by 3 places; this is also the second consecutive year that Vietnam leads the world in the "Export of innovative goods" index.
