This is an important political event of the entire Party, government and people of the city, taking place in the context of Hue making efforts to break through, affirming its position as a unique heritage city of Vietnam, aiming towards a major center of the Southeast Asian region.

The 17th Congress of Hue City Party Committee, term 2025 - 2030, has a total of 400 delegates attending. Of which, the number of ex-officio delegates is 46, accounting for 11.5%; the number of appointed delegates is 336, accounting for 84%; the number of elected delegates is 18, accounting for 4.5%.

Of the total 400 delegates attending the Congress, there were: 298 male delegates, accounting for 74.5%; 102 female delegates, accounting for 25.5%; 28 delegates were ethnic minorities, accounting for 7%; 1 delegate was a Professor, accounting for 0.25%; 1 delegate was an Associate Professor, accounting for 0.25%; 12 delegates were PhDs, accounting for 3%; 152 delegates were Masters, accounting for 58.5%.

The theme of the Congress is: “Strengthening the building of a clean and strong Party and political system; promoting the strength of the entire people; promoting innovation, mobilizing all resources, creating breakthroughs in socio -economic development, maintaining national defense and security; building Hue city to develop in a green - smart - rich in identity direction”. The motto of action throughout the Congress is: “Solidarity - Democracy - Discipline - Development”.

The Congress's goal is to build a clean and strong Party organization and political system; promote the strength of the entire people; mobilize and effectively use resources, build and develop Hue city by 2030 as a typical heritage city of Vietnam, one of the large and unique centers of the Southeast Asian region in terms of culture, tourism and specialized healthcare; one of the country's major centers of science and technology, multi-disciplinary, multi-field, high-quality education and training; a strong maritime economic center of the country; national defense and security are firmly guaranteed; the material and spiritual life of the people reaches a high level.

The key tasks of the Congress are to review and evaluate the implementation of the Resolution of the 16th City Party Congress, in conjunction with the Resolution of the 13th Party Congress; determine the directions, goals, tasks and solutions for the 2025-2030 term; elect the 17th City Party Executive Committee; and elect the Delegation to attend the 14th Party Congress. The Congress will also discuss and contribute many important opinions to the draft documents to be submitted to the 14th Congress.

It is expected that the Congress will resolve to implement 6 key programs: Program for synchronous, modern, and smart urban development associated with heritage urban areas; Industrial development program; Program for cultural, tourism, and service development; Program for science, technology, innovation, and digital transformation development; Program for private economic development; Program for high-quality human resource development.

At the same time, focus on 3 groups of breakthrough solutions: Group of solutions on mechanisms and policies; mobilizing and using resources, attracting investment; group of solutions for developing human resources, especially high-quality human resources; and group of investment solutions to complete the synchronous, modern, and smart infrastructure system; exploiting the advantages of heritage cities to develop tourism and services; promoting the development of science, technology, innovation and digital transformation.

The 17th Congress of Hue City Party Committee is an event marking a new turning point, arousing pride, fostering aspirations to rise up, continuing to promote intelligence, innovation and creativity, determined to build Hue to develop rapidly and sustainably, worthy of a national-level urban area with unique culture and heritage, accompanying the whole country into a new era of development.

Previously, on the afternoon of October 2, the Congress held a preparatory session. At the preparatory session, the Congress thoroughly understood the purpose, requirements, content of the Congress, and responsibilities of delegates; elected the Presidium, the Congress Secretariat, and the Congress Delegate Qualification Examination Board; approved the Congress's official agenda; approved the Congress's working regulations; thoroughly understood the election regulations; reported on the synthesis of opinions on the draft documents submitted to the 14th National Congress of the Party; and disseminated the organization work serving the Congress.
