Removing some difficulties in education and training in Lai Chau province

Speaking at the meeting, Standing Vice Chairman of Lai Chau Provincial People's Committee Tong Thanh Hai expressed his gratitude to the Ministry of Education and Training for its attention and support for the province in developing education and training in recent times.

According to the report, Lai Chau province has directed the implementation of annual budget allocation, ensuring policies and regimes for teachers and students according to regulations, ensuring at least 20% of the state budget is spent on education and training (24% will be spent in 2024).

The province also focuses on investing in facilities, teaching equipment, innovating programs and textbooks, training teachers and improving the quality of comprehensive education. The school network is planned reasonably, the boarding and semi-boarding school models for ethnic minorities are effective, contributing to improving the quality of students in ethnic minority areas.

However, the province is still short of 1,565 teachers compared to the quota; many schools lack classrooms, equipment and subject rooms. The construction of inter-level schools in border areas is facing difficulties due to lack of central funding.

To overcome the shortage of teachers, Lai Chau province has implemented many solutions: arranging schools; mobilizing and assigning part-time teachers, contracting teachers according to Decree 111/2022/ND-CP, teaching online and mobilizing many investment capital sources.

However, the number of assigned positions has not met the quota; Lai Chau is large, the population is scattered, there are many small schools; some subjects are difficult to recruit, and it is difficult to attract and retain teachers to work long-term in mountainous and border areas.

At the meeting, Lai Chau province requested the Ministry of Education and Training and the Ministry of Finance to allocate enough central budget capital for the province to build inter-level schools in border communes, especially for the 5 schools that will start construction in 2025, namely: Pa Tan, Bum Nua, Hua Bum, Phong Tho and Dao San.

The province also proposed that the Central Government supplement the budget for investment, repair of facilities, purchase of teaching equipment; consider placing Lai Chau in group I in the allocation of funding sources of the National Target Program and related programs and projects. The province also proposed to soon supplement the number of teachers lacking compared to the current standards.

Acknowledging the achievements of Lai Chau province in the field of education and training, Permanent Deputy Minister Pham Ngoc Thuong emphasized that the policy of building inter-level boarding schools in border communes according to Notice No. 81-TB/TW dated July 18, 2025 of the Politburo is a major decision, with profound political, social and humanistic significance, demonstrating the special attention of the Party and State for people in border areas.

The Ministry of Education and Training has coordinated with ministries and branches to guide, review and compile a list of 100 schools to be invested in in 2025, to be completed before August 30, 2026, including 5 schools in Lai Chau province. The Ministry has also sent a document requesting the Ministry of Finance to allocate funds and requesting localities to coordinate implementation, ensuring construction starts in October 2025, no later than December 19, 2025.

Regarding the proposal to supplement the number of civil servants in the Education sector that is still lacking compared to the quota of the Ministry of Education and Training, the Deputy Minister suggested that Lai Chau province should not streamline the payroll by mechanically reducing the number of assigned teachers, but should proactively review, arrange and recruit enough staff approved by competent authorities. According to the report, by the end of the 2024-2025 school year, Lai Chau province still has 396 unused teacher staff quotas, and recruitment should be implemented soon to meet teaching and learning requirements.
