Announcement of the results of the 31st session of the Provincial Party Committee's Inspection Commission (term XIV)

On November 30, 2023, the Provincial Party Committee's Inspection Commission (term XIV) held its 31st session. At this session, the Provincial Party Committee's Inspection Commission reviewed and concluded the following contents:

1- Review and conclude the supervision of the leadership and direction of the Party Committee and the implementation of the Party's guidelines and policies and the State's laws in the management of housing construction and urban development for the Party Committee of the Department of Construction and the Deputy Secretary of the Party Committee, Deputy Director of the Department of Construction, the leadership, direction, dissemination and implementation of Conclusion No. 21-KL/TW, dated October 25, 2021 of the Party Central Committee (13th tenure) on promoting Party building and rectification and the political system, resolutely preventing, repelling and strictly handling cadres and Party members who have degraded political ideology, ethics, lifestyle, and manifestations of "self-evolution" and "self-transformation". Conclusion No. 01-KL/TW dated May 18, 2021 of the Politburo on continuing to implement Directive No. 05-CT/TW dated May 15, 2016 of the Politburo on "Promoting studying and following Ho Chi Minh's ideology, morality and lifestyle" and Regulation No. 08-QD/TW dated October 25, 2018 of the Party Central Committee "Responsibility to set an example of cadres and party members, first of all members of the Politburo, members of the Secretariat, members of the Central Committee for the Provincial Ethnic Minorities Party Cell and the Party Cell Secretary, Head of the Provincial Ethnic Minorities Committee; Party Committee of the Department of Culture, Sports and Tourism and the Provincial Party Committee member, Party Committee Secretary, Director of the Department of Culture, Sports and Tourism, Party Committee of the Department of Industry and Trade and the Provincial Party Committee member, Party Committee Secretary, Director of the Department of Industry and Trade, the leadership, direction of the development and organization of the implementation of working regulations for Party Delegation of the Provincial Women's Union and the Provincial Party Committee member, Party Secretary, President of the Provincial Women's Union; Party Delegation of the Provincial Farmers' Union and the Provincial Party Committee member, Party Secretary, President of the Provincial Farmers' Union.

The Provincial Party Committee's Inspection Commission found that in addition to the basic advantages, party organizations and party members also have the following limitations and shortcomings:

- Regarding the Party Committee of the Department of Construction, it led the Department of Construction to advise the Provincial People's Committee to sign the Decision to adjust the approval of investment in the Urban Tourism Service Area Project of Hung Loc Phat Phan Thiet Investment Company Limited but did not consult the Ministry of Construction according to Article 33 of Decree No. 11/2013/ND-CP, dated January 14, 2013 of the Government on management of urban development investment; not advising the Provincial People's Committee to approve the investment policy according to the Housing Law and Decree No. 99/2015/ND-CP, dated October 20, 2015 of the Government detailing and guiding the implementation of a number of articles of the Housing Law for the Ham Thang - Ham Liem Small-scale Industrial - Commercial - Service Residential Area Project (phase 1) and the Urban Tourism Service Area Project of Hung Loc Phat Phan Thiet Investment Company Limited before carrying out the investment approval procedures for this Project according to Decree No. 11/2013/ND-CP, dated January 14, 2013 of the Government on urban development investment management and being slow to advise the Provincial People's Committee to issue a housing development program and plan.

- For the Party Committee of the Department of Culture, Sports and Tourism: The content of the registration of commitments, self-cultivation, and training of some party members is still general and not close to the actual tasks of each party member. The organization and implementation of urgent, prominent, and breakthrough issues of the unit still has many limitations; in which, the consultation of leaders on the construction of the Provincial Theater and Cultural and Art Exhibition is still slow, and the progress of disbursement of public investment capital in 2022 has not met the set requirements.

- For the Party Committee of the Department of Industry and Trade: The form of organizing specialized activities in the subordinate Party cells is not diverse and rich; the reporting of the results of implementing the study and dissemination of Conclusion No. 01-KL/TW of the Politburo is still slower than the prescribed time. The Party Committee and the Party Committee's Inspection Commission have not yet attached inspection and supervision to the responsibilities of the heads.

- For the Provincial Ethnic Minorities Committee Party Cell: The content of inspection and supervision of party members is not specific; the number of inspection and supervision of party members is still small. The determination of the organization to implement outstanding and urgent issues is not clear.

- For the Party Committee of the Provincial Women's Union and the Party Committee of the Provincial Farmers' Association. After the meetings, the Party Committee has not issued conclusions and resolutions to lead and direct implementation, including issuing documents to lead and direct inspection work. The Party Committee of the Farmers' Association has not regularly implemented the periodic meeting regime and has not promptly reviewed and supplemented the Party Committee's Working Regulations.

The Provincial Party Committee's Inspection Commission requested that party organizations and party members continue to promote their strengths and learn from experience to overcome the limitations and shortcomings that have been pointed out.

2- Also at this session, the Provincial Party Committee's Inspection Commission gave its opinions on the Notice of assignment of areas of responsibility of the Professional Departments of the Provincial Party Committee's Inspection Commission; assignment of the Standing Committee and members of the Provincial Party Committee's Inspection Commission, term XIV, 2020-2025.

Pursuant to Regulation No. 701-QD/TU, dated September 12, 2012 of the Provincial Party Committee Standing Committee "on providing information to the press after meetings of the Provincial Party Committee's Inspection Committee, the Provincial Party Committee's Inspection Committee informs Binh Thuan Newspaper and the Provincial Radio and Television Station to post according to regulations.
