Here, Mr. Luan was given specific and detailed instructions by the staff and supported in digitizing the related paper files and documents to convert them into electronic files... then received a notice that the results would be returned after 3 working days.
Mr. Le Xuan Binh, a civil servant of the Department of Agriculture and Environment working at the Nghe An Provincial Public Administration Service Center, said: "Currently, there are still some people and units who directly bring paper documents to do procedures at the Public Administration Service Center. Here, people are always enthusiastically received by officials and civil servants, and fully guided through the process of converting them into electronic documents."

With the focus, determination and synchronous participation of the Agriculture and Environment sector, administrative reform has changed positively. Regarding provincial-level administrative procedures: The procedure for recognizing craft villages has been reduced from 30 days to 22 days; the procedure for recognizing traditional occupations has been reduced from 30 days to 22 days; the procedure for supporting joint projects has been reduced from 25 days to 20 days; the procedure for supporting the development of joint production along the value chain has been reduced from 25 days to 20 days; the Agriculture and Environment sector has also proposed to cut up to 40% of the processing time for 47 administrative procedures with arising records compared to the provisions of law and 108 administrative procedures that do not depend on administrative boundaries.

Currently, every day the Department of Agriculture and Environment receives and processes thousands of dossiers from people and businesses. Thanks to the digitization of dossiers, procedures and the application of digital signatures, the relevant paper dossiers and documents of the people are converted into electronic dossiers right from the reception stage, so the department has promptly resolved the requests of people, businesses and related organizations.
Up to now, the Department of Agriculture and Environment has advised the Provincial People's Committee to announce 353 administrative procedures (including 300 provincial-level administrative procedures and 53 commune-level procedures). The total number of administrative procedures under the Department's jurisdiction is 314, including 2 procedures implemented under a special mechanism.
In the first 7 months of 2025, at the Provincial Public Administration Service Center, 102,407 records were received (69,147 online records; 33,029 records directly and via postal service, 231 records transferred from the previous period). 95,857 records were resolved before the deadline and on time, reaching 99.2%; 2,156 records are being processed. 53,523 records were received and processed online, reaching nearly 80%.

Currently, 100% of the departments and units of the Department of Agriculture and Environment have applied the VNPT -IOffice document management and operation software in sending, receiving, processing and exchanging electronic documents; the units have applied digital signatures in sending and receiving electronic documents; the rate of cadres and civil servants using email in work exchanges has reached 100%; building online meeting rooms right at the Department's offices to facilitate participation in meetings nationwide; the Department has been applying, maintaining and expanding the quality management system according to ISO 9001:2015 standards in the operations of state administrative agencies.
In the coming time, the Department of Agriculture and Environment will conduct training for staff in the field in the whole province, especially staff and civil servants at the commune level, because Decree No. 151 of the Government has decentralized many land procedures to the commune level. Along with that, administrative procedures will be made public and transparent on the internet and posted in 130 communes and wards; the rate of online administrative procedure settlement will be increased ... and working groups will be established in localities to guide staff and civil servants at the commune level and people and businesses .
The key task in the coming time is to continue to reorganize the apparatus of the Agriculture and Environment sector in the direction of "streamlining - compactness - strength - efficiency - effectiveness"; promote administrative reform and digital transformation plan in the Agriculture and Environment sector, prioritize reviewing and perfecting policies and legal regulations, focusing on simplifying and reducing the time for processing administrative procedures; apply information technology; increase the rate of online administrative procedure settlement, especially in the land sector; thoroughly handle points causing serious environmental pollution... Promote the movement of "Digital Education for the People", create a transparent and competitive investment environment, attract social resources to invest in agriculture and rural areas, especially in high-tech, circular and environmentally friendly fields".
