Hai Phong City is focusing on building a culture of integrity, creating an important ideological foundation associated with legal regulations, aiming to form habits and standard behaviors among cadres, party members, civil servants and public employees - towards "no corruption, no need, no need to be corrupt."
At the same time, the city promotes the construction of a civilized, public, transparent administration, applying digital transformation to automate processes, improve management efficiency, and better serve people's needs.
According to Nguyen Dinh Chuyen, Head of the Hai Phong Party Committee's Internal Affairs Committee, practice shows that building a culture of integrity is not only a requirement of Party building work but also a task of the entire political system and society. This is a key factor to achieve the goal of developing a prosperous and happy country, while maintaining the people's trust in the Party and the regime.
The Hai Phong City Party Committee has issued leadership and direction documents on the work of building and educating integrity, focusing on developing the Project "Building socialism associated with socialist people in Hai Phong city" with the goal as taught by President Ho Chi Minh "A living example is worth more than a hundred propaganda speeches"; Resolution No. 07-NQ/TU dated August 1, 2022 of the City Party Committee on "Some solutions to innovate and improve the quality and effectiveness of ideological work of the City Party Committee until 2025, with a vision to 2030."
The documents clearly define the responsibilities of cadres, party members, civil servants and public employees in training ethical qualities, practicing integrity, exemplary responsibilities and codes of conduct for people with positions and authority.
However, the building and practice of a culture of integrity among cadres, party members, civil servants and public employees still has shortcomings and limitations such as: the phenomenon of harassment in handling administrative procedures; control of power, transparency of assets and income is not really effective; a number of cadres and party members are not highly aware of setting an example, still showing signs of being distant from the people, lacking responsibility, affecting the prestige of the party organization.
Head of the Hai Phong City Party Committee's Internal Affairs Committee Nguyen Dinh Chuyen said that the city needs to continue building a team of truly honest, dedicated, and wholehearted cadres, party members, civil servants, and public employees who serve the Fatherland and the people; continue to review, supplement, and perfect mechanisms and policies on preventing and combating corruption, waste, and negativity, associated with building a culture of integrity in the Party, State, and the whole society.
In particular, the city needs to promote the supervision of the people and socio-political organizations over cadres and party members at their place of residence; propose that the Standing Committee of the City Party Committee study and issue a specialized resolution on "strengthening the leadership, direction, and promoting the supervisory role of Party cells, the Fatherland Front, organizations and people over cadres and party members at their place of residence."
Along with that, Hai Phong focuses on propaganda and education work to raise awareness and responsibility of cadres and party members about the importance of building a culture of integrity; promoting compliance with codes of conduct and public service ethics standards, building a culture of "saying no to corruption" and considering integrity as a core value spreading throughout the entire political system.
The city promotes the role of media and press, through cultural and artistic activities to innovate propaganda methods, raise social awareness of integrity associated with preventing and combating corruption, waste, and negativity, creating an ideological foundation and good habits of action in communication, behavior, and service.
Hai Phong also emphasized the strict implementation of the responsibility to set an example in the spirit of the 13th National Party Congress, which clearly stated: "Party committees, party organizations, party organizations in the political system, party members, cadres, civil servants and public employees set an example in practicing democracy, complying with the law, and promoting social ethics"; doing a good job in evaluating, planning and appointing cadres; considering integrity as an important criterion for evaluation; building a cadre team, especially key cadres at all levels with sufficient qualities and capacity to meet the requirements of the task. The city encourages, encourages and creates conditions for cadres, civil servants and public employees to promote their capacity and strengths, dare to think, dare to do, dare to take responsibility for the common interest; at the same time, pay attention to improving working conditions and improving the lives of cadres so that they can work with peace of mind and contribute.
At the same time, Hai Phong promotes administrative reform, effectively applies and applies achievements of the fourth industrial revolution in public service activities; continues to direct the review and upgrading of the city's administrative procedure settlement information system.
The city publicizes administrative procedures; hotlines, suggestion boxes, and online feedback channels for people and businesses; concretizes the goal of "digital transformation with people as the center and driving force", aiming to build the image of "Digital Citizens", promoting the responsibility of leaders in directing and operating to detect and monitor to minimize possible harassment and negative behaviors.
Hai Phong City aims to become a modern, smart, ecological and livable seaport city by 2030; leading the country in industrialization, modernization, digital transformation, green transformation and innovation; at the same time becoming a national marine economic center, a logistics center, a leading seaport service center in Southeast Asia; an international center for education-training, research-application of science and technology, clean energy and sea tourism.
GRDP growth in the 2026-2030 period will reach an average of 13%/year or more, striving to reach 14%/year; GRDP per capita in 2030 will reach 11,247 USD/person./.
