Prime Minister Pham Minh Chinh visits a number of projects and constructions in Can Tho city.

On the morning of October 19, during a working trip to Can Tho city, Prime Minister Pham Minh Chinh visited a number of constructions and projects in the area.

Visiting the Can Tho City Oncology Hospital Project (new facility) which has been unfinished for many years, the Prime Minister clearly stated that what the Government Inspectorate has concluded must be handled according to the conclusion; any individual who violates must be handled according to regulations; each level must handle it; but the current status must be limited, the project must be restarted, considered as starting from the beginning; this project must be considered urgent, not to be wasted because the people's need for medical examination and treatment is extremely urgent.

At the same time, strengthen and perfect the Project Management Board. Regarding capital, the Central Government will support to continue investing in completing the hospital; in the immediate future, a decision must be made to end the old ODA agreement to convert hospital investment to public investment; and inventory all assets.

The Prime Minister requested that relevant entities make efforts to complete the project by November 30, 2026, so that the Can Tho City Oncology Hospital can be put into operation by January 1, 2027. The Prime Minister requested that the project implementation process must not be marred by negativity, corruption, or waste.

Can Tho City Oncology Hospital Project (scale of 500 beds) has a total investment of more than 1,727 billion VND (of which the ODA loan from the Hungarian Government is 56,927,480 Euro, equivalent to more than 1,393 billion VND, accounting for 80.66%; the counterpart capital of Can Tho City is 13,646,520 Euro, equivalent to more than 334 billion VND, accounting for 19.34%). The project, invested by Can Tho Department of Health, started construction in 2017 and is expected to be completed in 2022.

However, during the implementation process, due to the impact of the epidemic and some objective reasons, the project did not meet the requirements on the proposed progress. From July 2022 to now, the project has been forced to stop construction because the binding loan agreement effective on January 11, 2019 has expired on July 11, 2022 and the loan agreement has not been extended or signed, leading to insufficient basis to extend the validity of the Commercial Contract (EPC) to continue implementing the project.

Visiting the Can Tho City Oncology Hospital (current facility), in the face of the facility's degradation, overcrowding, and lack of equipment, especially the cobalt radiotherapy machine, the Prime Minister requested the Ministry of Finance to coordinate with Can Tho City and the Hospital to promptly complete procedures to purchase two more radiotherapy machines on an emergency basis. The Central Government will support the City to contribute to meeting the capacity to treat people.

Giving gifts to encourage the hospital's medical staff, the Prime Minister praised: Although always overloaded, 2-3 seriously ill patients had to share one bed, but in return, the hospital has made efforts to overcome all difficulties, always wholeheartedly serving the people, and has been highly appreciated by patients for the professional qualifications of the medical staff; requested the city and the hospital to research and soon build an accommodation area for relatives to take care of patients. The Prime Minister also visited and gave gifts to encourage patients being treated at the hospital.

* On the same morning, Prime Minister Pham Minh Chinh visited the Nam Long 2 social housing area (Nam Can Tho New Urban Area, Cai Rang Ward). The Nam Long 2 social housing apartment project, implemented by Nam Long Investment Joint Stock Company, has a total investment of 1,253 billion VND, a scale of 1,601 apartments, an estimated population of 4,803 people, 930 apartments have been completed, 671 apartments have been sold and are under construction, with a price of 15.8 million VND/ m2 .

At the project, the Prime Minister praised the efforts of Can Tho city in implementing social housing projects; including the Nam Long 2 project which sold out as soon as it was built, showing that the demand for social housing in the area is very large.

The Prime Minister welcomed the investor's commitment to shorten the project's progress but noted the need to improve quality; continue to implement social housing projects with full infrastructure shared with commercial housing, including educational, healthcare, cultural and sports facilities so that people have equal access...

The Prime Minister requested Can Tho city to continue studying general regulations to have appropriate policies on social housing; land planning, assigning Nam Long investor and good performing enterprises to continue implementing social housing projects according to new mechanisms and policies issued by the National Assembly and the Government, thereby better serving the housing needs of workers, low-income people, and officials who change workplaces due to organizational restructuring.

Visiting and encouraging the center's staff, the Prime Minister requested local authorities to focus on databases, applying artificial intelligence (AI), especially in the land sector; developing digital government, digital society, digital citizens, digital infrastructure, expanding transmission bandwidth, ensuring "correct, sufficient, clean, and living"; expanding the "Digital Education for the People" movement, guiding people in carrying out procedures, ensuring convenient and quick service for people. We must respect and value the people, and our attitude towards the people must be extremely enthusiastic and dedicated.
