The Prime Minister issued a Plan to implement the Law on Management and Investment of State Capital in Enterprises.

On September 26, 2025, the Prime Minister issued Decision No. 2136/QD-TTg on the Plan for implementing the Law on Management and Investment of State Capital in Enterprises. Accordingly, the contents of the Decision include: First, organizing the dissemination, education and communication of Law No. 68/2025/QH15 and legal documents detailing and measures to organize and guide the implementation of Law No. 68/2025/QH15. Second, developing legal documents detailing Law No. 68/2025/QH15. Third, developing legal documents stipulating measures to organize and guide the implementation of Law No. 68/2025/QH15. In particular, the Ministry of Finance is assigned to preside over the development of four important Decrees, with a deadline of submission to the Government before December 15, 2025, including: Decree on financial regime, financial supervision and evaluation of the effectiveness of state capital investment in credit institutions in which the State holds 100% of charter capital or has state capital; Decree regulating the financial management mechanism for lottery businesses; Decree on the financial management mechanism and evaluation of the performance of the Vietnam Stock Exchange and the Vietnam Securities Depository and Clearing Corporation; Decree on the operating mechanism and financial management of the Vietnam Debt Trading Company Limited (DATC). Fourthly, compile professional and technical guidance documents on the management and investment of state capital in enterprises; inspect, review, systematize legal documents, organize the implementation of legal documents on the management and investment of state capital in enterprises. Fifth, organize training and fostering for officials and civil servants in charge of monitoring and managing the management and investment of state capital in enterprises. Sixth, organize inspection, urging, and monitoring of the implementation of Law No. 68/2025/QH15 and legal documents detailing and providing measures to organize and guide the implementation of Law No. 68/2025/QH15.

According to the Plan, localities will organize propaganda and dissemination of the contents of Law No. 68/2025/QH15 and new points of Law No. 68/2025/QH15 in various forms, suitable to actual conditions and situations; organize the implementation of columns, programs, news, and articles disseminating Law No. 68/2025/QH15 and legal documents detailing and guiding the implementation of Law No. 68/2025/QH15 on mass media or other forms according to the provisions of law on dissemination and legal education .
At the same time, the Prime Minister assigned localities to organize training and fostering for officials and civil servants in charge of monitoring and managing the management and investment of state capital in local enterprises.
The plan to implement Law No. 68/2025/QH15 not only ensures unified law enforcement but also contributes to improving the efficiency of management and use of state capital in enterprises./.
