On the afternoon of October 10, in Hanoi, Prime Minister Pham Minh Chinh attended and spoke at the first Private Economic Panorama Model program. The program was jointly organized by the Private Economic Development Research Board (Board IV) of the Prime Minister's Advisory Council for Administrative Procedure Reform and the Department for Private Enterprise and Collective Economic Development ( Ministry of Finance ).
Attending the program were leaders of ministries, departments, branches, localities; the business community, Vietnamese enterprises and representatives of international organizations.
Previously, on October 9, the Prime Minister chaired a meeting with businessmen and enterprises to celebrate the 80th anniversary of President Ho Chi Minh 's letter to businessmen and the 21st anniversary of Vietnam Entrepreneurs' Day to congratulate and encourage the business community in general.
The Panorama Session - a high-level meeting - with the theme "public - private co-building the nation: Strong and prosperous" summarized the working results of the program's specialized committees, reported to the Government leaders and ministries and branches on the discussed contents, and announced the program's key initiatives.
For the goal of national development and people's happiness, nothing is impossible.
Speaking here, Prime Minister Pham Minh Chinh stated that in the exciting atmosphere of the whole country celebrating Vietnam Entrepreneurs' Day on October 13 and the 80th anniversary of President Ho Chi Minh's letter to the business community, he was very happy to attend the program with the spirit of "3 together: Sharing thoughts and visions; working together, enjoying together, winning together and developing together; sharing joy, happiness and pride".

On behalf of General Secretary To Lam, leaders of the Party, State and Government, the Prime Minister respectfully sent his best wishes to the delegates and highly appreciated the preparation and organization of the program with an atmosphere that helped the delegates attend "have a warmer heart, a more creative mind, stronger thoughts, more consolidated and enhanced confidence, a higher determination to build a greener, faster, more sustainable country, and brighter smiles".
The Head of Government stated that the Vietnamese private economic sector has been affirming its role as one of the important driving forces of the socialist-oriented market economy under the leadership of the Party, management of the State, and mastery of the people.
The private economic sector has made an important contribution to promoting economic growth, increasing state budget revenue; effectively mobilizing social resources for development investment; creating jobs, livelihoods, income, improving people's lives, ensuring social security, demonstrating culture and business ethics; promoting international integration; making an important contribution to the cause of building, defending the Fatherland and developing the country.

According to the Prime Minister, we have carried out the renovation process over the past 40 years with three main pillars: eliminating bureaucracy and subsidies; developing a multi-sector economy, including the private economy; and international integration.
Assessing that agriculture has helped the country escape poverty and become a rice exporter; industry and foreign investment have helped the country achieve middle income; the Prime Minister hopes and believes that science and technology, innovation and digital transformation will help the country become a developed, high-income country.
According to the Prime Minister, we must be proud and confident in moving forward and firmly believe that with the current spirit, momentum and force, we will certainly achieve the above goal.
Stating that a remarkable trait of Vietnamese people is that the more pressure they face, the more effort they make, the Prime Minister cited a recent example: the Central Government has raised the GDP growth target for 2025 from 8% or more (higher than the previously decided target of 6.5-7%, striving for 7-7.5%).
"We are very worried because words must go hand in hand with actions. If we are determined but fail to achieve our goals, we may feel ashamed, but for the goal of developing the country and for the happiness of the people, nothing is impossible," the Prime Minister shared.
The Prime Minister said that in reality, after setting the above target, the third quarter was very difficult with 8 storms, 4 storms in September alone, "storms on top of storms, floods on top of floods"; but we were very determined, made great efforts, "The Party has directed, the Government is unified, the National Assembly agrees, the people support, businesses accompany, the Fatherland expects, so we only discuss action, not retreat".
Up to now, GDP growth in the first 9 months of 2025 is estimated to increase by 7.85% compared to the same period last year. The Prime Minister assessed that if there are no major fluctuations and with higher resilience and breakthroughs, GDP growth for the whole year could reach over 8%. Also in the first 9 months, budget revenue reached nearly 2 million billion VND and the whole year could reach 2.5 million billion VND, which means an excess of 500 thousand billion VND and we plan to use this excess revenue to do the country's major tasks and take care of social security and people's lives.

"Experience shows that the higher our goals and the more difficult the tasks, the more determined we will be, the greater our efforts, the more drastic and strong our actions will be, and we will achieve our goals. The more pressure, the more effort is also the culture of our nation that we have proven in any circumstance, any historical period, any revolutionary movement," the Prime Minister said, adding that he felt this at the Private Economic Panorama program.
Must overcome ourselves and integrate internationally
Believing that the program will be successful, Prime Minister Pham Minh Chinh hopes that the business community and private entrepreneurs will carry out "3 pioneering actions" according to the program theme "Public - Private Building the Nation", "2 Strong" and 1 consistent goal.
"3 pioneers" include:
Firstly, pioneering in implementing two 100-year strategic goals (by 2030 becoming a developing country with modern industry and high average income and by 2045 becoming a developed country with high income), linking business goals with national goals.
Second, being a pioneer in the patriotic emulation movement, each enterprise and each entrepreneur each year has a product with measurable and quantifiable effectiveness, contributing to building a strong and prosperous country and improving the material and spiritual life of the people.
Third, pioneer in implementing equality, progress and social justice, social security work, leaving no one behind.
"2 big" include:
One is to grow beyond ourselves, beyond our own limits to develop faster and stronger, promote science and technology, innovation, digital transformation, contribute to the development of digital economy, creative economy, green economy, circular economy, and develop the country quickly, greenly, and sustainably.
Second, growing strong in the process of deep, substantial, effective international integration, competing equally and fairly with other businesses. international business, ready to effectively participate in global value chains, diversify markets, diversify products, diversify supply chains, contribute to overcoming difficulties from the international situation, fierce strategic competition, with the spirit of foresight, thinking deeply and doing big, "reaching far out to the ocean, going deep into the earth, flying high in space", exploiting more effectively our sky, ocean and land.
With "3 pioneers" and "2 strong", the Prime Minister believes that the private business community will successfully carry out the consistent goal, which is also the mission assigned by the Party, State and people: "The private economy is the most important driving force of the national economy", harmoniously and effectively combining with the state economy as the main force, contributing to bringing the country into a new era of wealth, civilization, prosperity and happiness.

Reiterating the role of the private economy as the most important driving force of the national economy, together with the state economy, playing a leading role in building an independent, self-reliant, self-reliant economy associated with deep, substantial and effective integration, the Prime Minister hopes that entrepreneurs and enterprises will "Solidarity - Discipline - Creativity - Prosperity - Development - Sustainability", further promote the pioneering, innovative, creative and connecting role, not only enriching their businesses and industries but also enriching society, the country and helping the people, ensuring equality, progress, fairness and social security, leaving no one behind.
Closing the program, emphasizing the greatest goal of the Party and State is to maintain independence, freedom and bring an increasingly happy and prosperous life to the people, the Prime Minister gave the Conference the following 20 words: "Constructive State - Pioneering Entrepreneurs - Public and Private Partnership - "Strong country - Happy people".
Strongly promote the model of "Public - private co-building the nation"
Previously, representatives of businesses, leaders of ministries, branches and localities attending the program discussed the model of "Public - Private Joint Nation Building" and solutions to realize it, aiming at working together - with the same goal of nation building - sharing responsibility.
Business delegates proposed initiatives from the private sector to join forces between the public and private sectors, linking the Vietnamese value chain, contributing to realizing the goal of "a strong and prosperous Vietnam", especially promoting emerging technology and innovation industries, national competitive advantage industries, key infrastructure, manufacturing industry, resource development and service industries.
More than 500 businesses participating in 4 sessions of the Committee and the Women Entrepreneurs Forum of the program identified "big problems", growth potential, breakthroughs of industry groups and proposed projects with the spirit of "Public - Private cooperation to build the nation", with the desire to pilot new ways of doing things and spread positive values.

At Committee 1 on emerging technologies and innovation, a Low-Altitude Economic Alliance (LAE) with 10 representatives of businesses, institutes and schools of emerging technologies was formed.
At Committee 2 (infrastructure and competitive industries), large-scale projects on the world maritime center in Ho Chi Minh City, offshore wind power in the South, etc. have been proposed, aiming to shape a private sector team leading key infrastructure projects, solving national problems.
At Committee 3 on manufacturing industry, the Vietnam Supporting Manufacturers Alliance, consisting of many large industrial manufacturing enterprises and business associations, was established to increase the localization rate in the manufacturing industry through close association and optimization of production and business processes...
Meanwhile, Committee 4 (resource and service development) is joining hands to create projects to improve the quality of service industries with the criterion: "Making Vietnamese people happier, smiling more" through the form of public-private partnership.
Ms. Nguyen Thi Phuong Thao, member of the Executive Board of the Private Economic Panorama, Co-Chair of Committee I, Chairwoman of the Board of Directors of Sovico Group, said that Vietnam is standing at the threshold of a golden decade promoting emerging technology industries and innovation, with high readiness, destination status, new markets, high demand and new development space; "if we dare to think, dare to do and dare to go fast, Vietnam can absolutely become a new innovation center of Asia".

However, Vietnam is also facing challenges in infrastructure, data, institutions, human resources and capital. To promote public-private cooperation and create miracles, Ms. Nguyen Thi Phuong Thao proposed selecting leading enterprises to lead key industries in AI, semiconductors, and digital finance; building a national shared infrastructure - where all enterprises can access advanced technology; sharing risks in R&D investment - to double resources, multiply results; and reaching out to the world with the aspiration of "Vietnamese products, Vietnamese technology, Vietnamese intelligence".
Discussing further about the potential for the fintech sector, digital assets in Vietnam and potential projects following the "public-private partnership" model for breakthrough growth, Mr. Le Van Thanh, Deputy General Director of Vikkibank, shared that fintech and digital assets are two new driving forces for a strong and prosperous Vietnam. The potential of Vietnam's Fintech market by 2029 is about 72.24 billion USD, with an annual growth rate of about 13.11%.
In order to turn financial technology and digital assets into new growth drivers, Mr. Le Van Thanh said that there needs to be a "public-private nation-building" model with the common goal of building a strong and prosperous Vietnam; shared interests: fair distribution of value created from the digital economy; shared responsibility: ensuring security, safety and sustainable development.

The partners signed and exchanged many cooperation agreements such as between the Low-level Economic Alliance and Ho Chi Minh City; the cooperation minutes between the Ho Chi Minh City People's Committee and Sovico Group on the development of urban railway line - metro line No. 4; the cooperation minutes between Hanoi, Sovico Group and UNESCO in developing the Creative Capital on the basis of heritage and traditional values... At the same time, the delegates supported people affected by natural disasters and floods in Thai Nguyen province.
In recent years, the number of established enterprises has increased sharply. From 5,000 enterprises in 1990, the country has now reached 1 million operating enterprises, 200 times more.
The private economic sector makes a very important contribution to job creation, employing more than 82% of the total workforce in the economy and increasing workers' income; it is a dynamic sector in technological innovation, product and service creation, from 1,500 startups in 2010 to 4,000 startups in 2024. Many large enterprises and corporations are being formed and developing to reach regional and international levels.
The private economy has continuously maintained a fairly high growth rate, making the largest contribution to the economy, accounting for 50% of GDP. The proportion of investment capital from the private economic sector in total social investment capital has increased rapidly from 44% in 2010 to 56% in 2024, contributing 30% of total state budget revenue; about 30% of import-export turnover.
Entrepreneurial spirit, innovation and aspiration to rise up are increasingly strong; social responsibility, ethics and business culture are spreading more and more widely, especially in difficult times, natural disasters and epidemics.
