Analyze the situation clearly, pay attention to gold and stock prices
In his opening speech, Prime Minister Pham Minh Chinh emphasized that looking back at August as well as the past time, the world situation continues to develop complicatedly: military conflicts, political instability, and increasing polarization.
Trade conflicts continue to intensify, especially after the US imposed reciprocal tariffs; gold prices, real estate, and the world financial market fluctuated strongly... all of these things affected the domestic situation.
In that context, the macro economy is stable; people across the country are happy and excited to celebrate the 80th anniversary of the August Revolution and National Day September 2.
A series of large, solemn and meaningful programs and events were successfully organized, arousing and strongly spreading the spirit of patriotism, solidarity and national pride.
In that spirit, the Prime Minister asked the Government members to assess the socio-economic situation and the cultural and social fields, noting the need to take care of the new school year, lunch and reduce tuition fees for students.
At the same time, it is necessary to focus on analyzing the pressure of inflation, exchange rates, and rising interest rates; domestic consumption, exports, and public investment tend to slow down; the two-level local government model still has difficulties in digital transformation, data connection, and difficulties for lower-level officials. Natural disasters have severely affected people's lives.
Considering the fluctuation in gold prices to be very noticeable, the Prime Minister said he has directed relevant agencies to take action to prevent manipulation of the gold market, hoarding of goods, and price hikes.
At the same time, it is necessary to accurately assess recent developments in the stock market, determine whether there is price inflation or market manipulation, and if the cash flow goes into the production and business sectors, it is very good. At the same time, the Ministry of Construction is paying attention to the real estate issue.
From practice, he requested ministers and heads of sectors to closely follow emerging issues and strong fluctuations in the monitored fields, take strong action and have higher responsibility to analyze the situation, thereby proposing appropriate tasks and solutions, and timely, flexible and effective policy responses.

Implement solutions to promote growth
The task in the coming time is to achieve the growth target of 8.3-8.5%, no matter how difficult it is, it must be done and cannot be avoided. With favorable factors such as patriotism, people's trust in the Party and the State's creativity, it is necessary to spread this spirit.
Therefore, to achieve the growth target, promote new growth drivers to ensure synchronous and comprehensive development in all fields. Ministries and branches must review and reduce administrative procedures, especially strive to cut 30% of the time, quantity and implementation costs, and completely handle backlog projects.
The Prime Minister stated that after the end of the exhibition "80 Years of Journey of Independence - Freedom - Happiness" to celebrate the success of the August Revolution and National Day September 2, it is necessary to continue organizing an autumn fair to introduce and link production and business; urgently prepare to organize a New Year fair from January 1 to Lunar New Year 2026 to increase the exchange of goods and promote domestic consumption.
The Prime Minister specifically requested that Government members highlight lessons learned and solutions, especially solutions to improve social security, education and healthcare; solutions to respond to external shocks related to climate change and natural disasters; and promptly and strictly handle negative phenomena such as market manipulation, hoarding, counterfeiting, and imitation goods.
