The 1st Hai Phong City Party Congress, term 2025 - 2030 took place on September 26 and 27, with 446 delegates representing 243,544 party members, belonging to 118 party committees under the City Party Committee.

The theme of the Congress is: Continuing to improve the leadership capacity of the Party Committee; promoting the tradition of a heroic city and the strength of great national unity; promoting innovation; making Hai Phong a modern, civilized port city, leading in building socialism. The motto of the Congress is: Solidarity - Democracy - Discipline - Creativity - Development.

This is the first Congress after the merger of Hai Phong city and Hai Duong province, an important political event of the Party Committee, government, army and people of the City, marking a new turning point in the development process of the heroic port city - the cultural land of the East after the process of merging the organizational apparatus and operating the two-level local government model.

The new Hai Phong city has a population of over 4.6 million people, ranking 4th in the country, and an economic scale ranking 3rd in the country, and is facing many opportunities and chances to make a strong breakthrough in the coming period.

According to the Hai Phong City Party Committee, this is the first digital congress at the provincial and city level in the country. The city is a pioneer in implementing Resolution 57-NQ/TW of the Politburo, carrying out comprehensive digital transformation, including applying digital technology in the preparation and organization of the Congress, ensuring information safety and security (building automatic attendance software using AI recognition technology, Congress documents and working session documents posted on the Digital Congress Application...).

According to the Political Report of the City Party Executive Committee presented to the Congress, in the 2020-2025 term, Party building and political system work were deployed comprehensively and synchronously.

The economy maintained a high growth rate, Hai Phong city (old) basically completed industrialization and modernization according to the goals set by the Congress Resolution. Hai Phong's average GRDP growth rate reached 11.39%, maintaining a double-digit growth rate for 10 consecutive years, 1.8 times higher than the average growth rate of the whole country. Total state budget revenue in the area grew continuously for 4 consecutive years, exceeding the 100,000 billion VND mark. Hai Duong's GRDP growth rate reached 9.8%, exceeding the set target. The main economic indicators all met and exceeded the targets set by the Congress, higher than the average of the whole country.

Infrastructure and socio-economic infrastructure have been invested and developed strongly, focusing on upgrading inter-regional road traffic infrastructure, seaports, waterways and aviation. Since the beginning of the term, Hai Phong city has established 10 new industrial parks and 13 industrial clusters, Hai Duong province has planned and built 8 new industrial parks and 24 industrial clusters. Total newly registered and increased FDI capital is estimated at 20.2 billion USD, 1.89 times higher than the period 2016-2020. Establishment of the Southern Coastal Economic Zone, expected to complete construction of the new generation free trade zone in 2025. Trade, tourism, service, urban and rural infrastructure has clearly developed.

The cultural and social sectors receive investment attention, social security is guaranteed with many separate and breakthrough mechanisms and policies. Complete the elimination of temporary and dilapidated houses ahead of schedule; the old city of Hai Phong will have no poor households by 2024. Ha Long Bay - Cat Ba archipelago and the complex of relics and scenic spots of Yen Tu - Vinh Nghiem - Con Son, Kiep Bac will be officially recognized by UNESCO as world heritage sites.

National defense and security have been strengthened. Political security and social order and safety have been ensured. Focus has been placed on building a drug-free city under the direction of the General Secretary. Foreign affairs and international integration activities have continued to be promoted, practically and effectively. To date, Hai Phong has had trade relations with over 130 countries and territories; and has friendly cooperative relations with 31 foreign localities.

The Political Report sets out 6 development perspectives; 29 key targets; 5 strategic breakthroughs; 4 groups of key tasks and solutions in the following areas: Party building and political system; economic development; cultural, social and human development; strengthening national defense and security; improving the effectiveness of foreign affairs and international integration.

Goals by 2030: Build Hai Phong into a modern, civilized, ecological and livable industrial seaport city of the Southeast Asian region; pioneer in industrialization, modernization, digital transformation, green transformation and innovation; be the leading center of marine economy, high-quality tourism, services - logistics and clean energy in the country, an international center for training, research, application and development of marine science and technology. The material and spiritual life of the people is improved, social security and welfare are comprehensive, approaching typical cities in the region; national defense - security - social order and safety are solid. The city's Party Committee and political system are united, have leadership capacity, high fighting strength, cadres are exemplary in courage, intelligence and aspiration to contribute; take the lead in building a model of Socialism associated with Socialist people.
