The visit took place in the context of the world and regional situation continuing to change rapidly, at a turning point, pushing the global situation to shift towards multipolarity, multi-center, multi-level. The world economy is recovering slowly, posing many potential risks. The increasing protectionist trend is hindering the process of globalization and world economic integration. The Asia- Pacific and Indian Ocean regions continue to develop dynamically and promote economic connectivity, affirming their key role in world peace, stability and prosperity, but also witnessing increased strategic competition.
Domestically, despite facing many challenges, the Russian Federation continues to maintain a stable domestic situation. President Vladimir Putin's reputation is high. The Government, Parliament and political parties have a unified voice on important national issues. The Russian economy has overcome difficulties and maintained a positive recovery momentum. In terms of foreign affairs, the Asia- Pacific region continues to hold an important position in the foreign policy of the Russian Federation.
Overcoming challenges over time with deep empathy and mutual trust, the traditional friendship and comprehensive strategic partnership between Vietnam and Russia are strongly promoted through all channels of the Party, State, Government and National Assembly.
Leaders of the two countries maintain mutual visits, contacts and participate in multilateral events hosted by each country. Notably, in May 2025, General Secretary To Lam paid an official visit to the Russian Federation and attended the 80th Anniversary of Victory Day in the Great Patriotic War. On this occasion, Vietnam and the Russian Federation adopted a Joint Statement on major orientations of the Vietnam-Russia Comprehensive Strategic Partnership in the new phase of cooperation.
Affected by fluctuations in the regional and world situation, but with the high determination of the leaders of the two countries to maintain, consolidate and "renew" bilateral relations, Vietnam-Russia economic and trade cooperation is gradually regaining momentum; two-way trade turnover in 2024 reached 4.58 billion USD, an increase of about 26% compared to 2023. The Russian Federation currently has about 200 investment projects in Vietnam, with a total registered capital of about 990 million USD, while Vietnam has 17 investment projects in Russia. Along with the improvements in economic and trade cooperation, Vietnam-Russia defense and security cooperation is promoted with many diverse directions and aspects of cooperation. Oil, gas and energy continue to be an important pillar of bilateral cooperation.
Regarding parliamentary cooperation, the two countries have achieved many positive results in recent times. The two sides regularly maintain high-level delegation exchanges and all-level delegation exchanges. Within the framework of multilateral cooperation, the two sides share views on international issues; actively and regularly coordinate, consult and exchange opinions at multilateral parliamentary forums... The Vietnamese National Assembly and the Russian State Duma signed a Cooperation Agreement in 2009, and signed an Agreement on the establishment of the Inter-Parliamentary Cooperation Committee in 2018. This is the first high-level bilateral inter-parliamentary cooperation model between the Vietnamese National Assembly and a foreign legislative body.
Taking place in the context of the year 2025 when Vietnam and the Russian Federation celebrate the 75th anniversary of establishing diplomatic relations, the official visit to Vietnam and co-chairing of the 4th Session of the Inter-Parliamentary Cooperation Committee between the National Assembly of Vietnam and the State Duma of Russia by State Duma Chairman V. Volodin demonstrates the desire to maintain and develop bilateral cooperation on all channels, especially on the Parliamentary channel, and maintain high-level contacts between the two countries' National Assemblies.
The working trip also affirmed the important role of the Inter-Parliamentary Cooperation Committee mechanism in promoting substantive and mutually beneficial cooperation between the two countries, especially in key cooperation areas such as diplomacy, defense-security, energy, oil and gas, or other traditional areas such as science, technology, education, training, culture, sports, tourism, etc.
Welcoming the Chairman of the State Duma of Russia V. Volodin on an official visit, Vietnam continues to implement its foreign policy of independence, self-reliance, diversification and multilateralization of foreign relations, proactively and actively integrating comprehensively, deeply and effectively into the international community. Vietnam affirms to consistently implement the policy and guidelines of our Party and State of attaching importance to the comprehensive strategic partnership with the Russian Federation and respecting the commitments and cooperation agreements agreed upon between the two sides, contributing to the implementation of the results achieved during the official visit to the Russian Federation by General Secretary To Lam.
The success and results achieved from the official visit and co-chairing of the 4th Session of the Inter-Parliamentary Cooperation Committee between the National Assembly of Vietnam and the State Duma of Russia by State Duma Chairman V. Volodin continue to create new momentum, bringing the Vietnam-Russian Federation Comprehensive Strategic Partnership to develop in more depth and substance, for the benefit of the two countries and for peace, cooperation and development in the region and the world.
