Prime Minister declares war on counterfeit goods, determined to wipe out fake drugs and fake foods

On the afternoon of June 23, Prime Minister Pham Minh Chinh chaired a national online conference to review the work in the first 6 months of 2025 and summarize the peak period of fighting, preventing and repelling smuggling, trade fraud, counterfeit goods and infringement of intellectual property rights.

According to the report, in the first 6 months of the year, the authorities arrested and handled 50,736 violations.

During the peak month alone, units and localities arrested and handled 10,437 cases of smuggling, trade fraud and counterfeit goods, an increase of 80.51% compared to the previous month; contributed 1,279 billion VND to the budget; prosecuted 204 cases/378 defendants. According to statistics, more than 5,500 stores nationwide closed or temporarily suspended operations during the peak period of anti-counterfeiting.

The situation of smuggled and counterfeit goods remains complicated.

Although there have been changes, they are not really stable. The situation of smuggled goods and goods with fake origin is still complicated; the situation of production and trade of fake goods, poor quality goods, goods of unknown origin, goods that infringe intellectual property rights are still operating openly in many places, increasing in the e-commerce environment on a large scale, for a long time, directly affecting people's health...

In some localities, the effectiveness of the fight is low, there are overlaps, omissions, gaps, and laxity, especially in licensing, testing, and food production.

Awareness and responsibility of some leaders are not high; inspection and supervision work is not regular, thorough, comprehensive, and there are even situations of assisting and protecting law violators...

The Prime Minister said that the buying, selling, transporting of banned goods, smuggling, illegal transportation of goods, trade fraud and counterfeit goods are still very complicated.

In leadership, there are places where there is still neglect, laxity, and lack of concern; some cadres lack a sense of responsibility, some no longer have the will to fight or have been bribed, responsibilities are not clearly defined, and people's resources have not been mobilized.

Therefore, the Prime Minister said it is necessary to continue to firmly adhere to the goal, resolutely declare war, prevent, fight, repel, and eventually wipe out smuggling, production and trading of counterfeit goods, trade fraud, and intellectual property violations.

In particular, it is necessary to quickly and promptly eradicate, without tolerance, the problem of fake drugs and fake foods because they directly affect people's health and lives; handle intellectual property rights violations related to the cultural and entertainment industries, as well as acts of trading, fraud, and false advertising on cyberspace...

Mobilizing people to fight against counterfeit goods

It is necessary to mobilize the entire political system, people, and businesses to participate. The functional forces must continuously take action, not just once, once a period, once a month, but must work regularly, handle one case to alert the whole region, the whole field; work day, work night, work extra on holidays; every day is a peak.

Especially, wiping out fake drugs and fake foods; "every citizen is both a soldier" in the fight against smuggling, trade fraud, counterfeit goods, intellectual property infringement, and a smart consumer in the market.

The Prime Minister proposed launching a movement so that each citizen can be a soldier in the fight against smuggling, trade fraud, counterfeit goods, and intellectual property rights infringement; and at the same time be a smart consumer in the market.

Complete a strong enough apparatus to fight smuggling and trade fraud; decentralize and delegate authority clearly to each sector and level; meet financial and technological requirements to control goods quality, and research electronic identification for all types of goods.

Building a team of professional, highly responsible, ethical and humane officials in public service practice; developing policies and mechanisms to mobilize people and businesses to participate in the fight against smuggling, trade fraud, counterfeit and fake goods.
