Prime Minister requests quick handover of land for highway construction, Dong Nai commits to complete before October 15

On the afternoon of September 24, Prime Minister Pham Minh Chinh and a Government delegation inspected the construction progress of the Bien Hoa - Vung Tau Expressway, the section passing through Dong Nai. Also accompanying him was Deputy Minister of Transport Le Anh Tuan.

The Prime Minister inspected the component project 1 of Bien Hoa - Vung Tau expressway through Dong Nai province.

Bien Hoa - Vung Tau Expressway includes 3 component projects, of which 2 projects pass through Dong Nai province (component project 1 is 16km long and component project 2 is 18.2km long, and component project 3 passes through Ba Ria - Vung Tau province).

After inspecting the field and listening to reports from local leaders and relevant units, Prime Minister Pham Minh Chinh requested that by October 15, Dong Nai province must complete site clearance for component project 2.

According to the Prime Minister, component project 2 is very important to connect with the section through Ba Ria - Vung Tau province, serving Long Thanh airport which will be put into operation in the near future.

"Currently, the project component 3 through Ba Ria - Vung Tau province is progressing very well, many sections are about to be completed. Therefore, the section through Dong Nai also needs to have land soon, speed up construction, and cannot be inferior to other provinces," the Prime Minister emphasized and requested that when land is available, contractors must urgently construct and make up for the progress.

Regarding the source of materials, the Prime Minister said that Dong Nai province does not lack them, the current problem is the procedural process. "The province needs to quickly deploy to soon grant mines to contractors for construction," he emphasized.

For contractors, the Prime Minister requested to continue to encourage construction workers with the spirit of "three shifts, four shifts", "overcoming sun and rain, not losing to storms", sticking to the construction site to maintain progress.

Considering that the site and material sources are the decisive factors for the project's progress, Deputy Minister of Transport Le Anh Tuan requested Dong Nai province to promptly implement the Prime Minister's direction, especially prioritizing the allocation of site at intersections and weak ground areas. At the same time, the province should pay attention to promptly resolving the source of earth materials for the project, creating favorable conditions for contractors to carry out construction.

Reporting to the Prime Minister and the working delegation, Mr. Vo Tan Duc, Chairman of Dong Nai Provincial People's Committee, said that next week the locality will hand over the site for component project 2.

"Dong Nai has committed to basically completing the site clearance for the expressway project through Dong Nai by October 15. Regarding the material quarry, the province has also made recommendations and hopes that the Ministry of Natural Resources and Environment will support and provide further guidance on procedures.

Now the rain has stopped in Dong Nai, the provincial leaders will meet and work with the contractor to encourage, share, and promote the project's progress," said Mr. Duc.

Contractors are rushing to construct on land that has been allocated for construction in the section passing through Bien Hoa city.

The Bien Hoa - Vung Tau Expressway section through Dong Nai is about 34km long. Of which, component project 1 passing through Bien Hoa city and Long Thanh district requires the acquisition of about 137.64 hectares of land. And component project 2 passing through Long Thanh district requires the acquisition of a total of 176.74 hectares of land.

Up to now, for the section passing through Bien Hoa city, the total number of households that have approved compensation plans is 585 households with an area of ​​over 22.8 hectares. There are 193 households with over 11 hectares that have been compensated, reaching a rate of over 48.5%.

The total area handed over on the field is nearly 26.4 hectares, reaching more than 44.3%.

In fact, the construction of component project 1 is mainly carried out on sections with continuous land from Tam Phuoc ward (Bien Hoa) to Long Duc commune (Long Thanh). For the remaining sections, because the land has not been handed over, workers can only cast the components at the yard and wait.

Important packages such as package 18 through Bien Hoa only reached 0.8% of output, package 21 through Long Thanh was a little better with 8.1%.

Component 2 project has reached about 13% of output, but progress is still heavily affected due to lack of land and materials.

Up to now, the site has been handed over over 100 hectares, equivalent to about 60%, but the actual construction site area is only over half.
