Promoting digital transformation more deeply and effectively

With attention, drastic and creative direction, the province has achieved many important results in implementing Decision No. 06/QD-TTg dated January 6, 2022 of the Prime Minister approving the Project on Development of population data applications, identification and electronic authentication to serve national digital transformation in the period of 2022 - 2025, with a vision to 2030 (referred to as Project 06). Thereby, creating many utilities from population data, citizen identification, electronic identification that are increasingly enjoyed by people and society, promoting the digital transformation process to become more and more profound and effective.

Many practical benefits for people and businesses

Mr. Ma Van Duy, Ban Rieng hamlet, Son Lo commune said: I have registered my car through the VNeID application and found it very quick, convenient, time-saving, especially cost-effective for those living in remote areas with difficult travel.

From the beginning of 2025 to now, the whole province has 611 business establishments (120 organizations, 491 business households) successfully registered to use electronic invoices generated from cash registers; 68/68 stores operating in retail of gasoline and oil have applied the solution of automatically connecting to issue electronic invoices for each sale, reaching 100%. Cashless payment and tax payment via the eTax mobile application have generated 6,505 new registered accounts, the total amount successfully paid via the eTax mobile application is 19 billion 772 million VND.

The above benefits come from the effective implementation of Project 06. The province has determined to effectively implement Project 06 to aim at 5 core groups of benefits: Serving the settlement of administrative procedures (TTHC) and providing online public services to serve socio -economic development; building digital citizens; perfecting the ecosystem to serve the connection, exploitation, supplementation and enrichment of population data; serving the direction and administration of leaders at all levels.

Deputy Director of the Provincial Public Administration Service Center Dao Ngoc Thang said: Implementing Project 06 on administrative procedure reform, the reuse of digital data helps people reuse old documents in the Data Warehouse, connecting with the Data Management Warehouse of organizations and individuals of the National Public Service Portal. The rate of re-exploitation of Cao Bang province's data information reaches 60% (according to data from the National Public Service Portal). In the period of 2022 - 2025, the Chairman of the Provincial People's Committee issued 30 decisions to announce internal administrative procedures, 325 decisions to announce the list of public administrative procedures according to Decree No. 63/2010/ND-CP of the Government on administrative procedure control and 211 decisions approving internal procedures in handling administrative procedures. Announcing 978 new administrative procedures, amending and supplementing 1,939 administrative procedures, abolishing 720 administrative procedures; Standardize 1,166 administrative procedures, reduce the processing time of 383 administrative procedures; implement 637 administrative procedures through online public services, implement 1,130 administrative procedures partially through online public services, provide online information for 293 administrative procedures. In the period of 2022 - 2025, 383 administrative procedures will have their processing time reduced by 20 - 30% according to regulations; 100% of provincial-level administrative procedures of departments, branches and sectors will be received and results returned at the Provincial Public Administration Service Center and the Commune-level Public Administration Service Center.

Implement the digital transformation target associated with Project 06 in the application of the National Database on population, citizen identification, identification and electronic authentication to serve socio-economic development in various fields. In particular, the Judicial sector coordinates with relevant units to complete the connection and testing of the public service system in Cao Bang province and implement it in the whole province; from 2022 to present, receiving and processing records for 18,344 cases. For the health sector, instructing medical facilities and people to integrate and use information on the Electronic Health Book, re-examination appointment papers, and electronic referral papers on the VNeID application at medical facilities. The education and training sector effectively maintains the industry database system in sync with the database system of the Ministry of Education and Training , providing school management software for 514 educational institutions in the province for regular use; Maintain direction and effectively implement the conversion from paper records and books to electronic records...

Resolute, determined with many synchronous solutions

Up to now, the whole province has completed the testing on the data interconnection environment between specialized databases, ranking 7th nationwide for public services connecting birth and death registration and 3rd nationwide for the field of issuing judicial records on VNeID. Ensuring that from July 1, 2025, the implementation process on the official data interconnection environment is smooth, fast and effective when implementing the 2-level local government model. People's awareness of the benefits of the 6-day Project has been raised, thereby, the results of public services and people using the VNeID application have increased compared to the beginning of the year.

The tasks assigned under Project 06 were seriously implemented by agencies and units. The work of granting citizen identification cards to 100% of eligible citizens in the area and the registration and activation targets for electronic identification accounts were applied to convenient transactions to resolve administrative procedures. The connection and sharing were carried out with interest by sectors and levels, bringing about clear results in areas serving local socio-economic development.

To continue effectively implementing the tasks of Project 06, in the coming time, the province will focus on overcoming difficulties, promoting the role and responsibility in leadership, direction and administration; strengthening coordination and close connection between levels, sectors and localities. Strengthening information and propaganda work, converting from the form of doing things on behalf of people and businesses to guiding people to do things themselves in the process of handling administrative procedures; promoting the restructuring of the process of handling administrative procedures, cutting down unnecessary administrative procedures, digitizing administrative procedure handling records, effectively exploiting the national database on population, handling administrative procedures, creating convenience for people and businesses; increasing the rate of non-cash payments for social security beneficiaries, paying pensions and social insurance benefits in the province.
