Quang Ninh province has been assigned by the Prime Minister to complete 17,588 social housing units in the 2025-2030 period, of which the target for 2025 is 2,201 units. The Provincial People's Committee has issued decisions and documents directing the development of social housing in the province. Based on the direction of the Central Government and the province, the Department of Construction is consulting and proposing detailed regulations on cases eligible for social housing support policies and support mechanisms for implementing construction investment projects in the province until 2030.
Up to now, Quang Ninh province has completed 1,758 social housing units, reaching about 80% of the target assigned by the Prime Minister in 2025. At the same time, it has started construction on 2 new social housing projects with about 1,540 units. The province strives to complete 2,288 social housing units by the fourth quarter of 2025, reaching 104% of the target assigned by the Prime Minister .
Implementing Resolution No. 201/2025/QH15 (dated May 29, 2025) of the National Assembly on piloting a number of specific mechanisms and policies for social housing development, up to now, the province has assigned investors to 4 projects with about 4,016 social housing units and 307 commercial housing units. In addition, the Department of Construction is submitting to the Provincial People's Committee to assign investors to 3 projects with about 9,548 social housing units and 924 commercial housing units, and at the same time appraising 5 projects with about 4,565 social housing units and 1,403 commercial housing units.
The province is continuing to urge and resolve investment procedures for new projects to ensure the completion of social housing targets in 2026 and the following years. At the same time, consider assigning direct responsibility to commercial housing project investors to directly invest in building social housing on the land fund of 20% of commercial housing projects to ensure the housing targets assigned by the Prime Minister.
Concluding the meeting, Mr. Vu Van Dien, Standing Vice Chairman of the Provincial People's Committee, emphasized: With the drastic direction of the province, the participation of departments, branches and localities, and the efforts of enterprises, Quang Ninh has achieved initial results in developing social housing. To achieve the goal of developing social housing in the coming time, the Standing Vice Chairman of the Provincial People's Committee assigned the Department of Construction to preside over the review and completion of the report to the Provincial People's Committee to receive and collect 20% of land fund of all projects in October 2025 to create a land fund for social housing development; build data for people to have a basis, compare and verify to ensure conditions for buying social housing; urgently complete the social housing development plan in the province for the period 2025-2030.
The comrade requested the investor of the Bank Hill social housing project to urgently put into operation the management board and issue ownership certificates for 419 apartments with residents in October, and complete all 706 apartments with owners in November. The province will consider stopping the progress of the investor's next projects if the task is not completed.
Regarding the housing project for workers and experts in Dong Mai Industrial Park, the Standing Vice Chairman of the Provincial People's Committee assigned the Department of Construction to preside over the project with the Provincial Economic Zone Management Board, investors and localities to develop a plan to provide the remaining apartments for workers who need to buy, lease-purchase, sell or lease-purchase. He also requested the FLC Group to review and report to the Provincial People's Committee the land fund for social housing development in projects being implemented in the area; urgently provide social housing apartments for people in the project in Ha Khanh urban area. For projects that have started construction in the province, investors must ensure completion on schedule according to plan. Departments, branches and localities should proactively propagate and guide workers and laborers to verify eligible subjects to buy social housing, give priority to armed forces to access social housing, fully implement procedures and shorten processing time.
