
Attending were: Representatives of the diplomatic corps of several European countries in Vietnam; leaders of Vietnamese agencies, units and enterprises operating in the field of science and technology, along with several leading European corporations, enterprises and innovation centers operating in the field of technology.
Speaking at the Plenary Session, Mr. Bui The Duy, Deputy Minister of Science and Technology of Vietnam, said that implementing Resolution No. 57-NQ/TW, dated December 22, 2024 of the Politburo on "breakthrough in science, technology, innovation and national digital transformation", Vietnam is entering a new development phase - a phase in which digital transformation is not only a trend but also an inevitable requirement for the country to develop rapidly, sustainably and autonomously. Vietnam identifies digital transformation as the central driving force of socio-economic development with 3 main pillars (including: Digital Government, digital economy and digital society); taking data, technology and people as the foundation.

Sharing the efforts in building institutions, creating legal foundations and supporting policies, promoting and implementing digital technology development in Vietnam, Deputy Minister Bui The Duy said that the EU has been and is an important and reliable partner of Vietnam; at the same time, he highly appreciated Europe's experience in developing responsible digital technology, promoting ethics, privacy and sustainable development - values that Vietnam is steadfastly pursuing.
The leader of the Vietnamese Ministry of Science and Technology emphasized that the Forum is a place for management agencies, businesses, and research institutes of Vietnam and Europe to exchange, connect, and seek solutions to promote investment, innovation, and technology transfer in key areas to jointly create a more sustainable, humane, and prosperous digital future for both sides.
According to Ambassador Julien Guerrier, EU Ambassador to Vietnam, the Forum “Expanding Digital Investment: Connecting Europe’s Technological Advantage with Vietnam’s Digital Future” takes place in the context of the EU and Vietnam celebrating 30 years of diplomatic relations and becoming important and trustworthy partners in many fields; especially in science, technology and sustainable development cooperation.

Appreciating Vietnam's vision and positive results in developing the digital technology sector, Ambassador Julien Guerrier said that the EU is honored to accompany Vietnam in this field and is committed to strengthening bilateral relations in trade investment, digital technology business, digital technology and green development. The EU wishes to promote cooperation with Vietnam in the fields of digital investment, technology transfer, and specialized techniques to exploit the great potential between the two sides to serve the digital transformation and sustainable development of Vietnam.
Ambassador Julien Guerrier said that with a common vision of digital economy, green and sustainable growth and in the spirit of mutual benefit, the Forum will promote connections and mutually beneficial cooperation between EU enterprises and Vietnamese units, companies and enterprises in specific fields such as: Developing new technologies for transport infrastructure, digital transformation in transport infrastructure construction; improving the quality of human resources in the fields of semiconductors, artificial intelligence...; actively contributing to the process of Vietnam realizing its goals of developing digital technology, building digital government...
The Forum consists of 6 working sessions with the aim of promoting cooperation between EU enterprises and Vietnamese enterprises and Vietnamese State agencies; sharing experiences and technologies, providing financial support in the fields of semiconductor development, telecommunications connectivity, digital infrastructure, artificial intelligence, business digitalization, etc. to work together to build an open and trustworthy digital cooperation ecosystem, based on respect for data sovereignty and together create sustainable values.
