Promote the development of strategic technology products of urgent importance

On the afternoon of August 5, in Hanoi, the Ministry of Science and Technology held a regular press conference for July, chaired by Deputy Minister of Science and Technology Bui Hoang Phuong.

At the press conference, Deputy Minister Bui Hoang Phuong said that last July, the Ministry of Science and Technology proactively and actively carried out many key tasks in direction and administration, achieving outstanding results, making important contributions to the process of developing science , technology, innovation and digital transformation (S&T, STI and CĐS) of the country.

The Ministry of Science and Technology has closely coordinated with the Ministry of Home Affairs and the Ministry of Finance to develop and submit to the Government for promulgation Decree No. 179/2025/ND-CP regulating the support level for people working full-time on digital transformation, network information security, and network security (support level of 5 million VND/month) and Decree 180/2025/ND-CP on mechanisms and policies for public-private partnership in the field of science and technology development, innovation and digital transformation. The Decree was issued to create a breakthrough legal corridor for public-private partnership (PPP), aiming to liberate social resources, creating a strong push for the development of science and technology, innovation and digital transformation nationwide.

Allows the use of budget for purchasing, decoding and localizing technology

In August 2025, the Ministry of Science and Technology will focus on developing and submitting to the Government 4 draft laws: Law amending the Law on High Technology; Law amending and supplementing a number of articles of the Law on Technology Transfer; Law amending and supplementing a number of articles of the Law on Intellectual Property; Law on Digital Transformation; ensuring progress in submitting them to the National Assembly for consideration and approval at the 10th session of the 15th National Assembly.

The Ministry of Science and Technology will also focus on developing two projects: Forming large-scale domestic strategic technology enterprises to develop digital infrastructure, digital human resources, digital data, strategic digital technology, and cybersecurity; Supporting and developing digital technology enterprises to expand globally.

Regarding the development of national strategic technologies, Mr. Hoang Anh Tu, Deputy Director of the Department of Science, Technology and Technology (Ministry of Science and Technology) said that in the coming time, the Ministry of Science and Technology will focus on promoting the development of 1 to 3 strategic products that are urgent, have the ability to succeed quickly, create a spillover effect and have the willingness of businesses to participate in pioneering implementation.

At the same time, submit to the Prime Minister for approval the National Project on Strategic Technology Development to 2030 and Vision to 2035, including the National Science and Technology Program on Strategic Technology Development, consisting of 11 component programs, corresponding to 11 strategic technology groups. Each component program will be assigned to a ministry or sector to preside over.

The Ministry of Science and Technology will also synchronously deploy solutions to develop strategic technologies.

Specifically, establish technology decoding and reverse engineering centers; allow the use of budget to purchase, decode and localize technology; gradually form strategic technology clusters in localities, each cluster focusing on a number of key technologies according to regional advantages, with specific mechanisms on public investment, land, finance and human resources.

At the same time, build a national communication program on strategic technology development to raise social awareness and bring "Make in Vietnam" strategic technology products to the international market.

Create an environment conducive to creativity and innovation

Regarding the strategy to attract, employ talented people, and develop high-quality human resources, Mr. Mai Anh Hong, Deputy Director of the Department of Organization and Personnel (Ministry of Science and Technology) said that to concretize the spirit of Resolution 57-NQ/TW of the Politburo and the Law on Science and Technology and Innovation, the Law on Digital Technology Industry, the Ministry of Science and Technology is focusing on developing and promulgating specific regulations on risk acceptance mechanisms; autonomy mechanisms for public science and technology organizations; outstanding preferential policies to develop the semiconductor industry; policies to attract, employ and employ talented people, high-quality human resources and regulations on sharing benefits from research results.

Along with that is the construction and implementation of the project "Developing and utilizing talents and high-quality human resources to serve the development of science and technology, innovation and national digital transformation"; developing national programs with specific goals to attract Vietnamese scientists working abroad, as well as experienced foreign experts.

According to Mr. Mai Anh Hong, these programs may include special financial support packages, superior working conditions, and clear career development opportunities.

The Ministry of Science and Technology will also upgrade key laboratories and research centers to international standards, build high-tech zones and technology incubators to create a favorable environment for creativity and innovation.

At the same time, promote the link between research and businesses; strongly encourage businesses to invest in R&D, cooperate with research institutes and universities to apply scientific results into production and business practices; develop markets for science and technology products.

The Ministry of Science and Technology will create conditions for Vietnamese scientists to participate in international projects and global research networks, while attracting large technology corporations to set up R&D centers in Vietnam; minimize administrative barriers, ensure maximum autonomy for scientists, and provide resources (finance, equipment, databases) to ensure research and testing.

At the same time, conduct performance and product-based evaluation; instead of being process-heavy, focus on outputs, international publications, patents, and valuable commercialized products.
