Promoting public investment disbursement progress: Removing obstacles for hundred-billion-dollar projects

Many factors affect progress

Currently, the Phan Thiet Area Construction Investment Project Management Board is the investor of a number of projects in practice and has allocated detailed capital of 777,594 billion VND. Among them, there are cases with a fairly large capital plan for 2025 such as the project to Repair and Upgrade Nguyen Dinh Chieu Street and Huynh Thuc Khang Street (section from Hoang Ngoc Tourist Area to Lang Chai intersection) of nearly 142 billion VND. As of mid-October 2025, the project disbursement reached 25% and is expected to disburse about 94,873 billion VND by the end of the year, equivalent to 67%.

According to Mr. Do Minh Tri - Director of the Phan Thiet Area Construction Investment Project Management Board, the above project is likely not to disburse all capital. The reason is that the capital plan for 2025 is enough for the project, but through the bidding for the construction package, the price was reduced by 24 billion VND, in addition, it is expected to reduce the cost reserve by another 6 billion VND. Moreover, the site clearance work has not been completed yet, the locations of households that have handed over the site are not continuous, making construction difficult, so it is expected that by the end of December 2025, about 70% of the volume will be achieved...

In the area managed by the unit, there are still 2 projects that have capital plans for 2025 but have not yet started construction, namely: Mui Ne National Tourist Area Centralized Wastewater Treatment Project (171.639 billion VND), Residential Area Project South of Le Duan Street (109.446 billion VND). The investor said that it is unlikely to be able to disburse the maximum capital plan due to difficulties and problems, especially regarding compensation, site clearance and resettlement.

Specifically, the Mui Ne National Tourist Area Centralized Wastewater Treatment Project currently does not have a resettlement land fund, so it has not yet issued a resettlement arrangement plan to organize a council meeting... Meanwhile, the Residential Area project south of Le Duan Street also does not have land prices on internal roads within the project, so it is not possible to calculate land use fees at the resettlement site. On the other hand, according to the approved resettlement plan, in addition to arranging resettlement on site, the project also uses dozens of apartments of Ca Ty River Apartment for resettlement. But now we have to wait for the Ca Ty River Apartment project to be completed and the Provincial People's Committee to issue the selling price, rental price, and apartment purchase price to promote land acquisition...

Focus on removing obstacles

Recently, in mid-October 2025, Vice Chairman of the Provincial People's Committee Nguyen Minh had a meeting with the Phan Thiet Area Construction Investment Project Management Board on difficulties and obstacles in the disbursement of public investment and site clearance for projects. Next, the leaders of the Provincial People's Committee also inspected the actual situation and urged the disbursement of the 2025 public investment capital plan of a number of projects in this area. Thereby, directing relevant parties to proactively coordinate to remove "bottlenecks" for each project, contributing to promoting the disbursement progress in the final stage of the year to achieve the highest efficiency.

Specifically, for the project of Repairing and Upgrading Nguyen Dinh Chieu Street and Huynh Thuc Khang Street, the local authorities are assigned to strengthen propaganda and mobilize households to create consensus. Relevant parties are required to focus on promptly resolving a number of issues regarding compensation, support, resettlement and monitor and urge contractors to speed up progress to disburse all allocated capital... For the project of Centralized Wastewater Treatment of Mui Ne National Tourist Area, the Land Fund Development Center is requested to promptly advise the Provincial People's Committee on the handover of land plots in Mui Ne Ward to serve resettlement arrangements according to the project investor's proposal. Along with that, continue to synthesize the documents that have been examined by the locality for land origin to submit to the Compensation, Support and Resettlement Council for consideration.

Regarding the Residential Area project in the South of Le Duan Street, the provincial People's Committee leaders assigned the specialized departments and branches to promptly advise on approving the selling price, rental price, and purchase price of apartments and supplement the land price list on internal roads within the project to calculate land use fees at the resettlement site... In addition to disseminating and propagating the project implementation policy, the locality and related units must also urgently meet to consider the legality of the origin of the land and assets attached to the land. Priority will be given to handling cases where the dossiers have been approved by the Council meeting to appraise and issue decisions approving compensation, support, and resettlement plans immediately after the prices of internal roads and apartment prices are available...

According to the direction of Vice Chairman of the Provincial People's Committee Nguyen Minh, the target of public investment disbursement in 2025 is to strive to reach 100%, while noting that problems due to subjective causes must be resolved promptly. For objective causes, it is necessary to handle them flexibly (phone calls, invitations to meetings for discussion, etc.), not waiting for documents to delay, waste time and affect the overall disbursement progress.
