Promoting the implementation of the Project to support infrastructure and techniques for high-quality and low-emission rice production in the Mekong Delta

(CTO) - On October 9, in Can Tho City, Mr. Tran Thanh Nam, Deputy Minister of Agriculture and Environment (MARD) and Mr. Tran Chi Hung, Vice Chairman of Can Tho City People's Committee had a meeting with relevant ministries, branches, localities and units to review and remove obstacles to promote the implementation of the Project to support infrastructure and techniques for high-quality and low-emission rice production in the Mekong Delta (referred to as the Project).

The project using IBRD loan from the World Bank (WB) is identified as a particularly important public investment project, aiming to implement the Project "Sustainable development of 1 million hectares of high-quality and low-emission rice cultivation associated with green growth in the Mekong Delta region by 2030". The total expected capital of the Project is 405 million USD, of which the WB loan is 315 million USD, the counterpart capital of the Vietnamese Government is 90 million USD. The WB has committed to mobilize 50 million USD in non-refundable capital. The expected components of the project include: infrastructure development for the high-quality, low-emission rice value chain; technology development and transfer; project management...

At the meeting, the Agricultural Project Management Board under the Ministry of Agriculture and Environment and relevant units reported on the progress of project preparation and the work to be done in the coming time, as well as the difficulties and obstacles that need to be resolved to ensure project implementation progress...

Deputy Minister of Agriculture and Environment Tran Thanh Nam delivered a concluding speech at the meeting.

In order for the project to be implemented smoothly and promptly resolve problems related to the provisions of the Law on Public Investment, the Law on Public Debt Management, the Law on State Budget and related guiding decrees, the delegates agreed on the need to advise and propose the Government to issue a resolution on specific mechanisms and policies for the project. The Ministry of Agriculture and Environment is the agency managing the entire project and the authority to decide on investment policies and project investment decisions.

Concluding the meeting, Deputy Minister of Agriculture and Environment Tran Thanh Nam said that the Ministry of Agriculture and Environment will send an official dispatch to the People's Committees of provinces and cities in the Mekong Delta region, providing written comments on the contents agreed upon at the meeting and related recommendations and proposals so that the Ministry has a basis to advise and propose the Government to issue a resolution on specific mechanisms and policies for the project.

Deputy Minister Tran Thanh Nam also requested the Agricultural Project Management Board to receive opinions from relevant localities and units to supplement the contents and tasks that need to be performed in the project components, including investing in electric pumping stations connected to the sewer system and electrical infrastructure to ensure good operation and service for the application of techniques in high-quality and low-emission rice cultivation.
