Many positive changes

Program No. 06-CTr/TU is one of the 10 major work programs of the Hanoi Party Committee, term XVII, with 18 targets, 51 projects, plans and 22 projects, project groups. Along with that, the Party Committee issued Resolution No. 09-NQ/TU dated February 22, 2022 on "Developing cultural industry in the capital for the period 2021 - 2025, orientation to 2030, vision to 2045", and Directive No. 30-CT/TU dated February 19, 2024 on strengthening the leadership of Party committees in building elegant and civilized Hanoians...

According to the Program Steering Committee, up to now, all 18/18 targets have been completed according to the annual plan, of which 2 targets have exceeded the plan. Many movements to build and develop the culture and people of Hanoi have created positive changes in social life. Notably, the movement "All people unite to build a cultural life", focusing on building new rural areas and civilized urban areas, concretized through models such as "5-no, 3-clean villages and residential groups", "Drug-free villages and residential groups"; building a cultural school environment with the programs "Say no to school violence", "Capital students behave culturally when participating in traffic", "I love Hanoi", "Elegant, civilized Hanoi teachers", and the criteria for building "Happy schools".

The most outstanding achievement in implementing Program 06-CTr/TU is promoting the development of cultural industries and building a Creative City, gradually turning Hanoi into a cultural industrial center of the region. Up to now, the City has organized 4 creative design festivals, fulfilling its commitments to join the UNESCO network of "Creative Cities". The capital's tourism has quickly overcome difficulties, basically recovered since the Covid-19 pandemic and has had strong growth. The mark of the capital's tourism during this period is the birth of many new, attractive products, pioneering in creativity and becoming a model for the whole country. Typical examples include the night tour "Sacred Night" at Hoa Lo relic; the night tour "Decoding Thang Long Imperial Citadel" of the Thang Long - Hanoi Conservation Center; the night tour Van Mieu - Quoc Tu Giam "The Quintessence of Dao Hoc"; Night tour at Ngoc Son Temple... By 2024, the total number of tourists to Hanoi is estimated to reach 27.88 million, an increase of 12.7% over the same period in 2023. The capital's tourism position is affirmed with a series of major awards such as "Vietnam's leading cultural destination", "Asia's leading city tourist destination in 2024", "Asia's leading short-term city tourist destination in 2024" awarded by the World Travel Awards for the third consecutive time in 2022, 2023, 2024 and many other awards.

Along with cultural development, building Hanoians is considered one of the five main tasks set out in the Resolution of the 17th Congress of the City Party Committee. Many good models and movements have been implemented, in which the introduction of the Code of Conduct into life creates a unique cultural feature for the Capital... Human resource training, especially high-quality human resources, has been invested in, contributing to creating an important foundation for the Capital to carry out industrialization, modernization, comprehensive, fast and sustainable development. The City directs and deploys the construction of many new models, proposing many solutions to improve the quality of mass education; build advanced, modern schools at many levels; develop a system of high-quality schools, smart schools, develop a system of non-public schools to meet social needs...

Evaluating the results of the implementation of Program No. 06-CTr/TU, Associate Professor, Dr. Bui Hoai Son, Standing Member of the National Assembly's Committee on Culture and Education, said that Hanoi has a systematic strategy for cultural development and building new Hanoi people, showing the attention of leaders at all levels. The targets are all practical, closely linked to people's lives, taking people as the core of all actions and development. This is a very humane thought and also shows the desire to rise, innovate and develop of the Capital in the new period.

Culture and people are important pillars.

At the conference summarizing Program No. 06-CTr/TU after 4 years of implementation (last March), Standing Deputy Secretary of the Hanoi Party Committee Nguyen Van Phong emphasized: This is the continuation of many programs on people and culture in previous terms, and at the same time, it is a term with many outstanding achievements, creating a distinct mark when for the first time issuing specialized resolutions on developing cultural industries and building elegant and civilized Hanoians. More importantly, the Program has received consensus and widespread support from the business community, artists, artisans and the majority of the capital's people.

According to Standing Deputy Secretary of the City Party Committee Nguyen Van Phong, Program No. 06-CTr/TU has created a comprehensive change in awareness, from the city level to the grassroots level; arousing a deeper pride in the historical and cultural traditions of Thang Long - Hanoi. It is gratifying that Hanoi is increasingly confident in organizing large-scale cultural events of international scale.

In the plan to implement Program 06-CTr/TU from now until the end of the year and prepare for the next term, the Steering Committee identified many key tasks, emphasizing the continued building of a healthy cultural environment, creating conditions for all community members to promote their creativity; improving the quality of human resources; building Hanoians to develop comprehensively, aiming at the values of truth - goodness - beauty, imbued with national spirit, humanity, democracy and science, becoming a typical model for culture, conscience and dignity of Vietnamese people. To achieve this goal, the Standing Deputy Secretary of the City Party Committee requested localities and units to quickly adapt to the innovations of the Capital and the country; promote digital transformation in all fields, thereby turning Hanoi's cultural resources and people into a truly new driving force for the development of the Capital in the direction of civilization, modernity and global connectivity.

It can be seen that the tasks set out in Program 06 closely follow the spirit of the draft Political Report of the Executive Committee of the 17th City Party Committee presented to the 18th Congress of the Hanoi Party Committee, with the goal of identifying culture and people as one of the five important pillars to build a rich, civilized and modern Capital. Along with prioritizing strategies for developing cultural industries, the building of Hanoi people in the new era needs to be focused on, both preserving the characteristic elegance and civilization, and combining integration and creativity to become an important resource and driving force in the development strategy of the Capital "Cultured - Civilized - Modern".
