The 18th Congress of Hanoi Party Committee, term 2025-2030, held a preparatory session.

Speaking at the opening of the preparatory session, Secretary of the Hanoi Party Committee Bui Thi Minh Hoai said that the Congress will carry out four tasks: (1) Summarize the implementation of the Resolution of the Party Congress for the 2020-2025 term and determine the directions, goals, tasks and solutions for the 2025-2030 term; (2) Discuss and contribute opinions to the draft documents of the 14th National Party Congress; (3) Elect the City Party Executive Committee for the 2025-2030 term; (4) Elect the delegation to attend the 14th National Party Congress.
The Secretary of the Hanoi Party Committee requested that delegates attending the Congress uphold their sense of responsibility, concentrate their intelligence, and maximize their role as representatives of the will and aspirations of Party committees at all levels and nearly 500,000 Party members in the entire city Party Committee, actively contributing to the success of the Congress.
“At this Congress, I request that delegates continue to research and contribute their intelligence to clarify and illustrate the overall picture, affirm the achievements the city has made and the limitations and shortcomings that need to be overcome and corrected, especially recommend and propose breakthrough solutions for the capital to make a breakthrough in the coming time,” said the Secretary of the Hanoi Party Committee.
New points in the Documents of the 18th Congress of Delegates of the Hanoi City Party Committee:
Realizing the vision of developing a civilized, modern, and happy capital

With many new and breakthrough points, the Documents of the 18th Congress of the City Party Committee set out the vision and orientation for the development of a civilized, modern, and happy Capital; pioneering with the whole country to enter a new era - an era of prosperous and powerful development.
A highlight is the Congress theme: "Promoting the thousand-year-old tradition of civilization and heroism; uniting to build a clean and strong Party organization; pioneering and making breakthroughs in the new era; developing a civilized, modern and happy Capital".
Another notable new point is the element “pioneering and groundbreaking in the new era” emphasizing Hanoi’s leading and pioneering role in the new development period.
A very new point is that in this term, the Hanoi Party Committee has drafted an Action Program and a Working Program to implement the Resolution of the 18th Hanoi Party Congress, expected to be issued immediately after the Congress.
Hanoi links cultural industry with "Creative City"

The implementation of Resolution No. 09-NQ/TU of the Hanoi Party Committee also creates momentum for the capital to promote the brand "Creative City" with more and more new attractive creative spaces emerging.
As someone who closely follows the cultural development activities of the capital, Chief Representative of the United Nations Educational , Scientific and Cultural Organization (UNESCO) in Vietnam Jonathan Wallace Baker commented that for a long time, Hanoi has been a bridge between cultures, a place where traditional values intersect with creativity.
Chairman of the Hanoi UNESCO Association Truong Minh Tien said that Hanoi needs to perfect institutions and special incentive policies, create a favorable legal corridor for cultural and creative enterprises, encourage socialized investment; build synchronous creative infrastructure, form "cultural industrial parks" and "urban creative centers".
Building a civilized, dynamic, green and sustainable capital

Vice Chairman of Hanoi People's Committee Duong Duc Tuan said that urban railway line No. 2, Nam Thang Long - Tran Hung Dao section is not only a key project of the capital but also a symbol of vision and aspiration for innovation, towards the TOD development model.
Hanoi will develop 15 urban railway lines with a length of about 619km, forming a large, modern and synchronous public transport network, ensuring fast, sustainable and environmentally friendly movement.
Prime Minister Pham Minh Chinh assessed that Hanoi is transforming strongly to develop quickly and sustainably. However, the city still faces two major challenges: traffic congestion and environmental pollution.

During the 2020-2025 term, the Party Inspection sector, especially the Central Inspection Commission, has made outstanding contributions to Party building and rectification work and the prevention and fight against corruption, waste, and negativity.
Notably, the City Party Committee's Inspection Commission has promptly and strictly reviewed and handled Party organizations and Party members involved in complicated, long-standing cases assigned by the Central Steering Committee on Anti-Corruption, Wastefulness, and Negativity and the Central Inspection Commission.
During the term, the Inspection Committees at all levels inspected 557 Party organizations and 1,265 Party members when there were signs of violations; supervised 4,473 Party organizations and 5,115 Party members on special topics. Party committees and Inspection Committees at all levels disciplined 101 Party organizations and 5,434 Party members.
