According to the Ministry of Industry and Trade , in the general picture, e-commerce emerged as a bright spot. From the beginning of 2025, the industry set a growth target of 20-22%. However, in reality, in the first 8 months of 2025, the market recorded a breakthrough growth rate of 25-27%, 3-7 percentage points higher than expected.
Faced with this strong growth momentum, the Ministry of Industry and Trade has adjusted the scenario for the remaining months and quarters of the year. The target for e-commerce growth under the direct business model between enterprises and end-consumers (B2C) for the whole year has been raised from 20-22% to 25.5%. The Ministry of Industry and Trade expects the third quarter to reach 27.67%, 5.67 points higher than the old scenario.

Based on the results of the industry's growth targets in recent times, the Ministry of Industry and Trade has developed an estimated growth scenario for the remaining months and quarters of 2025 for the e-commerce sector. Specifically, the fourth quarter, October is expected to reach 32% compared to the initial 23%; November to 34% instead of 24% and December to peak at 35% instead of 28%. Thanks to that, the entire fourth quarter is adjusted to an average growth rate of 33.67%, nearly 8 points higher than the old forecast.
With the adjusted scenario setting the full-year B2C target at 25.5%, e-commerce not only promotes the circulation of goods and services but also creates more jobs in related fields such as technology, transportation, logistics, and digital finance. This is the driving force that helps the economy move closer to the target of 8.3-8.5%.
To ensure this growth momentum, the Ministry of Industry and Trade commits to continue to synchronously deploy the solutions proposed in Resolutions 230/NQ-CP and 226/NQ-CP, support businesses in applying technology, expanding payment infrastructure, strengthening supply-demand connections, as well as closely coordinating with localities in consumer stimulus programs.
In 2025, the E-Commerce Law project is being promoted and is being submitted to the National Assembly, which is expected to create an important turning point for the market. The issuance of a clear and transparent legal framework will strengthen the trust of all participants, help management agencies better implement their monitoring and management tasks, and open up opportunities to attract investment.
